Informationfrom baseline data and data on monitoring should be utilized for carrying out the<strong>Environmental</strong> Auditing. The responsible agency for carrying out the<strong>Environmental</strong> Audit is the MoEST.The environmental auditing should gather information on the following areas:• The condition of natural/social/economic resources prior to the projectimplementation and after project construction is completed;• Whether impacts forecasted by IEE/EIA occurred and, if so, the extent ofthese impacts;• Whether or not the mitigation measures implemented are effective to controladverse impacts or enhance beneficial impacts;• Whether or not all landscape degraded due to project implementation havebeen restored to their original/better conditions;• Long-lasting and residual environmental, social and economic impactsresulting from the work forces at the time of construction;• The overall effect on the local economy of project implementation;• Have land acquisition compensation and resettlement been achievedaccording to RAP principle, and are there any resettlement related outstandingdisputes?April 2007 Chapter 2-33
