<strong>Environmental</strong> and <strong>Social</strong> <strong>Management</strong> <strong>Framework</strong>• Necessary policies and programs will be gradually formulated to implementthe Agenda 21 at national level, and indicators of sustainable developmentwill be identified and programs will be integrated accordingly.• In Chure hill areas, including other environmentally vulnerable areas, theplan provides for an integrated management approach.• An emphasis will be given for recording the preservation of traditionalbehaviour and technique relating to environmental protection. Besides,environmental information and data bank will be established andstrengthened.• While constructing roads in mountainous and high hilly regions, researchfor appropriate technology will be conducted; environmental impacts andcost aspects will be considered; and programs will be launchedaccordingly. Likewise, necessary research work will be undertaken toreduce existing high construction costs of other roads as well.• <strong>Environmental</strong> aspects will be taken into account while building rural andagricultural roads, and appropriate technology for labour-oriented roads willbe adopted in order to enhance employment opportunities.• The Tenth and Eleventh Plan period is intended as ‘agriculture decade’ forthe successful implementation of the Agriculture Perspective Plan (APP). Inthe context of existing complementary and strong relationship betweenagriculture and natural resource management, it has become necessary tointegrate natural resources management and biodiversity with agriculture.3.6 Relevant Sectoral Policies and Guidelines Prepared by the DoR3.6.1 <strong>Environmental</strong> Assessment in the Road Sector of Nepal: A PolicyDocument, GEU/DoR, January, 2000The purpose of the Policy Document is to explain, basically the DoR Engineerson what environmental assessment procedures involve and to propose astraightforward set of procedures which make it workable and useful. Thedocument lists Screening, IEE, Scoping, EIA and Monitoring as the five maintypes of environmental assessment activities during different project phases. Thedocument lists the category of environmental adverse impacts, the problems andtheir general mitigation measures. The document then guides the various stepsto be taken while carrying out an EA. There is also an indicative environmentalmonitoring checklist in the document.3.6.2 <strong>Environmental</strong> <strong>Management</strong> Guidelines, GESU/DoR, July, 1997The Guideline, prepared by the Geo-Environment & <strong>Social</strong> Unit (GESU) of DoR,stipulates the integration of environmental mitigation measures in surveying,design, tender document preparation, contract document preparation,construction, maintenance, rehabilitation and operation of road projects. Theguideline results from a program undertaken jointly by GoN and the World Bankunder the Road Maintenance and Rehabilitation Project (RMDP). The Guidelinehas been formally approved by Minister level decision on Kartik 22, 1997 (2053BS).The Guideline is the part of operational practices for all road maintenance,rehabilitation and construction activities under DoR schemes. The environmentalmitigation measures are broken down into twelve categories including (i)Quarries; (ii) Borrow Pits; (iii) Spoil and Construction Waste Disposal; (iv) WorkCamp Location and Operation; (v) Labour Camp Location and Operation; (vi)Earthwork/Slope Stabilization; (vii) Use of Bitumen; (viii) Stockpiling of Materials;(ix) Explosive, Combustible and Toxic Materials <strong>Management</strong>; (x) Setting Up andOperation of Stone Crushing Plants; (xi) Water <strong>Management</strong>; (xii) Air & NoiseChapter 3-12 April 2007
