05 I Review Panels5B Membership and establishmentMembershipA design review panel should consist of at least threemembers. However, it is recommended that two alternatesalso be appointed to ensure a quorum can be maintained.Panel members should have expertise in:• architecture,• landscape architecture, or• urban design.Councils should ensure that panels have a mix of expertise.councillors, council officers or council employees cannot beappointed as panel members.Panel establishment and selection of membersCouncils should undertake the following steps to establisha SEPP 65 design review panel under delegation, or toestablish its own panel:• resolve to establish a design review panel for thelocal government area/s• seek expressions of interest for panel members fromsuitably qualified professionals• assess the expressions of interest against the coreselection criteria (see below) and any other additionalcriteria established to address local issues• appoint members for an initial term of 3 years, and• determine and confirm all terms of the appointment,including remuneration details for each member.134 DRAFT | Apartment Design Guide I September 2014
