03 I Siting3J Bicycle and car parkingIntegrating car parking within apartment buildings has asignificant impact on site planning, landscape and buildingdesign. On site parking can be located underground, above ground within a structure or at grade. The location, form and organisation of parking is usuallya balance of development feasibility, site constraints, local context, apartment types and regulatory car parkingrequirements, e.g. council car parking rates. Deep soilzones, stormwater management and the retention of treescan also affect the size and shape of a car park footprint.Parking requirements should be determined in relationto the availability, frequency and convenience of publictransport. Reduced requirements promote a reduction incar dependency and encourage walking, cycling and useof public transport. Provision of parking for alternativeforms of transport such as car share vehicles, motorcyclesand bicycles should also be considered. Where less carparking is provided, councils are encouraged to limit onstreet resident parking for these new residents.Table 2Metropolitan SydneyLocationCar parking requirements for development close to public transportSites within 400m of a railwaystation or light rail stop innominated inner and middlering metropolitan Sydneyareas 1)Sites within 400m of a railwaystation or light rail stop in theremainder of metropolitanSydney areasSites within 400 – 800 metresof a railway station or light railstopMinimum requirementNo specific requirementThe relevant requirement setout in the RMS’ Guide to TrafficGenerating Development orthe car parking requirementprescribed by the relevantcouncil, whichever is lessThe relevant requirement setout in the RMS’ Guide to TrafficGenerating Development orthe car parking requirementprescribed by the relevantcouncil, whichever is less1)Includes the local government areas: Ashfield, Auburn,Bankstown, Botany Bay, Burwood, Canada Bay, Canterbury, City ofSydney, Hurstville, Kogarah, Lane Cove, Marrickville, Leichhardt,North Sydney, Parramatta (City Centre), Randwick, Rockdale,Ryde, Strathfield, Waverley, Willoughby, WoollharaNominated regional centresLocationLand zoned, and siteswithin 400m of land zoned,B3 Commercial Core, B4Mixed Use or equivalent in anominated regional centre 2)Minimum requirementThe relevant requirement setout in the RMS’ Guide to TrafficGenerating Development orthe car parking requirementprescribed by the relevantcouncil, whichever is less2)Includes the regional centres: Albury, Ballina, Batemans Bay,Bathurst, Bega, Bowral, Cessnock, Charlestown, Coffs Harbour,Dapto, Dubbo, Glendale–Cardiff, Gosford, Goulburn, Grafton,Lismore, Maitland, Morisset, Newcastle, Nowra, Orange, PortMacquarie, Queanbeyan, Raymond Terrace, Shellharbour,Tamworth, Taree, Tuggerah–Wyong, Tweed Heads, Wagga Wagga,Warrawong, WollongongFigure 3J.1This development provides green open space on top of the carpark structure (top photo).
