Wider scale: The wider scale includes the urbanstructure, landscape setting and broader land usepatterns of the wider context and identifies thedevelopment site’s proximity to centres, transport andmajor public open spaces. It should also illustratethe future density and proposed change of the area(if known or applicable) and highlight important civicand social uses such as major hospitals, schools andeducation facilities. Addressing this scale is important forlarger precincts and redevelopment sites in particular.As a guide, a radius of 1 to 5 kilometres around thedevelopment site should be considered.2. Neighbourhood scale: The neighbourhood scaleoutlines the urban structure including streets and openspaces. It should also include topography contours,drainage and vegetation patterns, services and futureinfrastructure requirements (if known), land use zones,cadastre boundaries and identification of heritage itemsand other local landmarks. It is appropriate to addressthis scale when planning for individual or small groupsof apartment building sites. A radius of 400 metres to 1kilometre should be considered.3. Streetscape scale: The streetscape scale dealswith the character of the street(s) that the proposeddevelopment addresses, and illustrates its spatialenclosure by buildings or landscape elements. It shouldoutline surrounding building uses and heights, frontsetbacks, pedestrian access, awnings, vehicle drivewaysand public domain elements including street trees, vergesand footpaths. It is appropriate that all proposals forapartment buildings address this scale.4. Site scale: The site scale involves detailedconsideration of the individual development site relativeto neighbouring properties, buildings across the streetand the public domain. It addresses surroundingand proposed deep soil zones and open spaces,existing vegetation and trees, fences, retaining walls,overshadowing impacts and privacy considerations. Thisscale should also highlight any site specific constraintssuch as orientation, slope, geology, infrastructure oraccess easements and stormwater management.24 DRAFT | Apartment Design Guide I September 2014
