� Political will – The government must make transport strategy a priority if it is to launch a<br />

successful program;<br />

� Enforcement – Suitable measures for enforcement must be implemented in conjunction with<br />

the strategy;<br />

� Acceptance ‐ By the Public, Private <strong>and</strong> Government sectors;<br />

� Technology – The technology must be suitably advanced, available, affordable <strong>and</strong><br />

accessible;<br />

� Available l<strong>and</strong> – The required l<strong>and</strong> must be available, purchased <strong>and</strong> permissions for use<br />

granted, more pertinent to road building <strong>and</strong> train lines;<br />

� Funding – The government must have available funds in order to launch the program: <strong>and</strong><br />

� Partners ‐ A broad spectrum <strong>of</strong> partners are required at all levels.<br />

5.6.6 Conclusion<br />

Incorporating mitigation planning into new build <strong>and</strong> retr<strong>of</strong>itting programs is complex.<br />

Difficulties arise from uncertain <strong>and</strong> changeable data relating to climate change; the science is<br />

complex; <strong>and</strong> a range <strong>of</strong> highly skilled experts <strong>and</strong> significant stakeholder /public consultation is<br />

required. The anthropogenic causes <strong>of</strong> <strong>UHI</strong> are so culturally entrenched that only a mass<br />

movement on a national scale from all levels <strong>of</strong> government, public, non government <strong>and</strong> private<br />

sectors can combat it [101, 203].<br />

It appears to be easier to set policy <strong>and</strong> targets at a local level as it is easier to align over a<br />

Borough or State as opposed to a country. Also if forward thinking Boroughs or States implement<br />

successful schemes which result in proved benefits, these are more likely to be adopted at a<br />

national level.<br />

Ideally mitigation planning would be worked into a building design at the pre‐application or<br />

even master planning stage by the architect. Architects <strong>and</strong> developers would also be made<br />

aware <strong>of</strong> any new policies to work the requirements into their designs. Planners should also<br />

consider attitude <strong>and</strong> behavioral patterns when considering a strategy, <strong>and</strong> design infrastructure<br />

<strong>and</strong> programs around these patterns to maximize their acceptance <strong>and</strong> adoption.<br />
