an underst<strong>and</strong>ing <strong>of</strong> planning policy, implementation constraints on a practical level <strong>and</strong> have a<br />

practical feasibility approach to potential urban heat isl<strong>and</strong> mitigating technology/strategy<br />

integration upon building construction <strong>and</strong> their effects on issues such as longevity, energy use<br />

<strong>and</strong> building structure. It is preferable that this construction contractor has had exposure to<br />

urban heat isl<strong>and</strong> sensitive materials, their selection, <strong>and</strong> implementation.<br />

Satellite Measurement <strong>of</strong> Meteorological Conditions Specialist (SMMCS): This role is<br />

proposed for an individual(s) with expertise in remote satellite meteorological measurements.<br />

They must have an underst<strong>and</strong>ing <strong>of</strong> the technologies <strong>and</strong> techniques that can be used to identify<br />

the urban heat isl<strong>and</strong>, its intensity, <strong>and</strong> thus measure the potential changes <strong>of</strong> mitigation<br />

strategies ode to mass scale implementation.<br />

Modeling Expert (ME): This role is proposed for an individual(s) with capabilities <strong>and</strong><br />

experience in measuring <strong>and</strong> modeling a wide range <strong>of</strong>: environmental impacts, climate change<br />

<strong>and</strong> urban heat isl<strong>and</strong> phenomena including: air quality, storm water temperatures, ecology, <strong>and</strong><br />

atmospheric temperatures at local <strong>and</strong> global scales. Therefore this individual/s will be familiar<br />

with a range <strong>of</strong> relevant modeling tools <strong>and</strong> processes that may be used to underst<strong>and</strong> <strong>and</strong><br />

monitor any climatic changes ode to mass urban heat isl<strong>and</strong> countermeasures.<br />

Urban Energy Systems Expert (UESE): This role is proposed for an individual with an intimate<br />

underst<strong>and</strong>ing <strong>of</strong> the fundamental energy systems, their use (transport, l<strong>and</strong>‐use, urban<br />

environment interactions, supply networks, buildings), efficiency <strong>and</strong> technical issues in an<br />

urban setting. They must have experience in monitoring <strong>and</strong> adapting, modeling, <strong>and</strong> evaluating<br />

different urban energy set‐ups <strong>and</strong> their implications upon energy security, urban heat isl<strong>and</strong><br />

<strong>and</strong> climate change.<br />

Roadmap Coordinator (RC): This role is proposed for an individual with extensive experience in<br />

guiding <strong>and</strong> defining roadmaps. They do not have to be directly related to the field <strong>of</strong> urban heat<br />

isl<strong>and</strong>s but they must have a systems dimension that provides them with the appropriate tools<br />

<strong>and</strong> capacity to tie the large range <strong>of</strong> complex issues <strong>and</strong> variables, express their interactions at<br />

the micro/macro/global scales, <strong>and</strong> thus enable them to guide <strong>and</strong> unify a path for the integration<br />

<strong>of</strong> technologies <strong>and</strong> strategies to mitigate the urban heat isl<strong>and</strong> effect culminating in a roadmap.<br />

Policy Expert (PE): This role is proposed for an individual(s) with an underst<strong>and</strong>ing <strong>of</strong> existing<br />

relevant policy, barriers <strong>and</strong> implementation issues, processes <strong>and</strong> tools, effectiveness <strong>and</strong> has an<br />

innovative approach to policy integration with other established initiatives. It is important that<br />

such an individual has been actively involved in researching <strong>and</strong> developing climate change <strong>and</strong><br />

environmental policy ‐ <strong>and</strong> preferably has had some involvement in advocacy <strong>and</strong> policy<br />

development for urban heat isl<strong>and</strong> mitigation. It is likely that such a role can be fulfilled by more<br />

than one individual given the different approaches, lessons <strong>and</strong> experiences gained from<br />

different parts <strong>of</strong> the world.<br />

Finance Expert (FE): This role is proposed for an individual(s) with an underst<strong>and</strong>ing <strong>of</strong> existing<br />

relevant financial mechanisms, barriers <strong>and</strong> implementation issues, tools, effectiveness <strong>and</strong> has<br />

an innovative approach to using <strong>and</strong> developing financial mechanisms to integrate <strong>and</strong><br />

complement other established initiatives/efforts. It is important that such an individual has been<br />
