In addition, thisinformation needs to be presented in a way that consumers will understand.Even when privacy policies are provided, they often are long and incomprehensiblefor many consumers. As such, when consumers are faced with theburden of trying to read and understand these policies, they often simplyscroll through them and accept the terms provided without really knowingwhat they are accepting. Increased transparency in a <strong>broadband</strong> environmentmay be addressed by facilitating standard privacy notices draftedusing plain language or by educating consumers on privacy matters. Also,transparency is enhanced using policies such as data breach notifications.Awareness RaisingThere is also a need to raise awareness, especially among younger users,regarding the impact of <strong>broadband</strong> and new technologies on personal privacy.In many cases, consumers may not know or understand enough aboutthe data collection and use practices and their privacy implications. Forexample, as social networking services, or other similar applications,become increasingly popular ways to interact online, it is critical to educateyoung people about safe social networking and other online issues. Dataprotection authorities have a key role to play in educating individual usersby holding conferences, workshops, and media campaigns and in encouragingindustry to engage in awareness-raising initiatives. Chapter 6 furtheraddresses the issue of raising awareness and educating users on mattersrelating to privacy.International Enforcement and Policy CooperationProliferation of complex, cross-border data flows and cloud computing servicesand applications demand increased international cooperation toenforce privacy and data protection. The Internet makes it easier for entitiesestablished in one country to provide services in another and to processdata online. However, this often makes it difficult for authorities to determinethe location of the personal information and the equipment used toprocess it. As the European Commission notes, however, this fact should notdeprive the data subject of protection.Thus international cooperation and coordination are key elements forenforcement actions.
