Rights-of-way and space constraintsare also less of an issue with microwave.Internet Exc hangesIn addition to the physical infrastructure needed to transmit broadbandtraffic, national broadband traffic needs to be routed and exchanged usingIP. One key issue here is Internet exchanges. Internet exchanges provide avenue for transferring traffic between different ISPs that can help to reducethe cost of international connectivity. An Internet exchange can also connectto local data centers featuring content and applications that reduce theneed for international connectivity.The economic rationale for establishing an IXP is based on the tradeoffbetween the cost of the physical connection to the IXP and the cost ofan international connection to process the local traffic. There are two mainmodels for implementing an IXP (figure 5.6). With a Layer 2 IXP, each ISPprovides its own router, and traffic is exchanged via an Ethernet switch.214 Broadband Strategies Handbook
