oadband widely with the reality that not all areas can be served rightaway. In Australia in 2009, for example, the government announced a $A250 million “blackspots” program designed to bring high-capacity links toregional centers without adequate connectivity, holding a consultation todetermine which regions should receive new links (Australia, Departmentof Broadband, Communications, and the Digital Economy n.d.).Network design issues can also be difficult. In most developed countriesand in countries with a liberalized telecommunications framework, competingalternative carriers use the dominant carrier’s network throughleases or open-access requirements and build their own networks aroundthe dominant carrier’s physical facilities. But as new broadband links areinstalled at the metropolitan level, an important issue to resolve is determininghow many points of interconnection will be offered to the newbroadband facilities and where the points will be located. In Australia, therehas been a strong debate over how many points of interconnection shouldbe offered, with the government and the National Broadband NetworkCompany originally suggesting 14, while the competition authority statesthat 120 interconnection points are needed.Local Connect ivityIn the broadband supply chain, local access networks are those that directlyconnect end users to broadband services, the so-called “last mile.” Severalwireline and wireless broadband technologies are used today to supportlocal access networks. Having multiple broadband access options in a countryincreases consumer choice, stimulates intermodal competition, enhancesquality and innovation, and is generally associated with lower retail prices.However, countries may not be able to use all possible technological choicesfor historical, technical, regulatory, or financial reasons. As governmentsseek ways to promote broadband development, they will need to recognizethe strengths and limitations of their existing level of infrastructuredevelopment—both for its upgrade possibilities as well as for developingappropriate incentive and competition policies.Wireline Access TechnologiesThis section examines wireline broadband access technologies, includingdigital subscriber line (DSL), cable modem, fiber to the premises (FTTP),and other options.
