And once the researcher is in possessionof the permit, she or he is free to move between all EUMember States for the purpose of the project.Circulating brains<strong>Marie</strong> <strong>Curie</strong> <strong>Actions</strong> have played a pivotal role in attractingtop-notch researchers to Europe and encouraging andhelping expatriate European researchers to return. The<strong>Actions</strong> are based on the emerging notion of ‘braincirculation’, which recognises that European researchersbased outside Europe can be a brain gain for the EU,as can third-country scientists based in the EU, fortheir home countries.Incoming fellowships are attracting world-class researchersfrom outside the EU to Europe’s shores, while outgoingfellowships help European researchers gain valuableexperience abroad which they can later use to advancetheir research and careers back home. In addition,reintegration grants help European researchers basedabroad – either within Europe or in a third country –to return home and reintegrate into the scientifi ccommunity there.With real-life case studies, this chapter showcases justhow <strong>Marie</strong> <strong>Curie</strong> promotes brain circulation and how itis helping to turn the EU into a brain magnet.© CNRS Photothèque - Bruno Clair178
