And once the researcher is in possessionof the permit, she or he is free to move between all EUMember States for the purpose of the project.Circulating brainsMarie Curie Actions have played a pivotal role in attractingtop-notch researchers to Europe and encouraging andhelping expatriate European researchers to return. TheActions are based on the emerging notion of ‘braincirculation’, which recognises that European researchersbased outside Europe can be a brain gain for the EU,as can third-country scientists based in the EU, fortheir home countries.Incoming fellowships are attracting world-class researchersfrom outside the EU to Europe’s shores, while outgoingfellowships help European researchers gain valuableexperience abroad which they can later use to advancetheir research and careers back home.
