340Such action would be directly contrary to the principles of th<strong>is</strong> government,to the genius of its free institutions, to the direct and solemn avowals of theDeclaration of Independence, and to the Constitution. <strong>The</strong> founders of thenation w<strong>is</strong>ely sought to guard against the employment of secular power onthe part of the church, with its inevitable result– intolerance andpersecution. <strong>The</strong> Constitution provides that "Congress shall make no lawrespecting an establ<strong>is</strong>hment of religion, or prohibiting the free exerc<strong>is</strong>ethereof," and that "no religious test shall ever be required as a qualificationto any office of public trust under the United States." Only in flagrantviolation of these safeguards to the nation's liberty, can any religiousobservance be enforced by civil authority. But the incons<strong>is</strong>tency of suchaction <strong>is</strong> no greater than <strong>is</strong> represented in the symbol. It <strong>is</strong> the beast withlamblike horns–in profession pure, gentle, and harmless–that speaks as adragon."Saying to them that dwell on the earth, that they should make an image tothe beast." It <strong>is</strong> alsocalled an image of the beast. <strong>The</strong>n to learn what the image <strong>is</strong> like and how it<strong>is</strong> to be formed we must study the character<strong>is</strong>tics of the beast itself–thepapacy.When the early church became corrupted by departing from the simplicityof the gospel and accepting heathen rites and customs, she lost the Spiritand power of God; and in order to control the consciences of the people, shesought the support of the secular power. <strong>The</strong> result was the papacy, a churchthat controlled the power of the state and employed it to further her ownends, especially for the pun<strong>is</strong>hment of "heresy." In order for the UnitedStates to form an image of the beast, the religious power must so control thecivil government that the authority of the state will also be employed by thechurch to accompl<strong>is</strong>h her own ends.Whenever the church has obtained secular power, she has employed it topun<strong>is</strong>h d<strong>is</strong>sent from her doctrines. Protestant churches that have followed inthe steps of Rome by forming alliance with worldly powers have manifesteda similar desire to restrict liberty of conscience.
