by active military duty are also eligible for compensation under the Dependency<br />

<strong>and</strong> Indemnity Compensation (DIC) program. The amount paid is<br />

based on the number of dependents <strong>and</strong> the degree of disability. DIC benefits<br />

may also be paid if the veteran was receiving or was entitled to receive<br />

compensation for a service-connected disability at the time of his death. Both<br />

Disability Compensation <strong>and</strong> DIC benefits are not means-tested.<br />

Means-tested monthly benefits are provided to honorably discharged<br />

wartime veterans with limited income <strong>and</strong> resources who are permanently<br />

<strong>and</strong> totally disabled as a result of a condition not related to their military<br />

service. The amount of benefit varies with the number of the veteran’s dependents<br />

<strong>and</strong> the severity of the veteran’s condition. Pensions for non-serviceconnected<br />

death are based on need <strong>and</strong> are paid to surviving spouses <strong>and</strong> dependent<br />

children of deceased wartime veterans. For a pension to be payable,<br />

the veteran generally must have met the same service requirements established<br />

for the non-service-connected disability pension program.<br />

Data reported are as of June 30 (1940–1956), June 20 (1957–1976), <strong>and</strong><br />

September 30 thereafter.<br />

because there are persons receiving payments under special acts <strong>and</strong> as retired<br />

emergency <strong>and</strong> reserve offices included in the total but excluded from<br />

distribution.<br />
