Documentation<br />

This table <strong>and</strong> Table Bf364–376 provide overviews of various public income-maintenance programs.<br />

They are companions to Tables Bf290–348. The U.S. <strong>Social</strong> Security Administration stopped publishing<br />

the more disaggregated data for Tables Bf290–348 in the Annual Statistical Supplement after the 1990<br />

issue. This table provides a more aggregated <strong>and</strong> updated version of the same data. These are the series<br />

that, as of 1999, are being updated in the quarterly <strong>Social</strong> Security Bulletin. In published sources, the<br />

U.S. <strong>Social</strong> Security Administration does not report revisions for years prior to 1990 except for years<br />

divisible by 5 <strong>and</strong> 10. The public income-maintenance payments include payments outside the United<br />

States <strong>and</strong> benefits to spouses <strong>and</strong> children where applicable.<br />

Series Bf349. Emergency relief funds of $1630.3 million are included in the 1940 total <strong>and</strong> not included<br />

elsewhere. Includes training allowances to unemployed workers under Area Redevelopment<br />

Act <strong>and</strong> manpower Development <strong>and</strong> Training Act for 1961–1975, not shown separately. Beginning<br />

December 1980, the series also includes public assistance revisions for 1940–1979.<br />

Series Bf350. Retirement <strong>and</strong> survivor benefits beginning in 1940; disability benefits beginning<br />

in 1957. Beginning October 1966, includes special benefits authorized by 1966 legislation for<br />

persons aged 72 or older not insured under the regular or transitional provisions of the <strong>Social</strong> Security<br />

Act.<br />

Series Bf351. Includes annuities to widows under joint-<strong>and</strong>-survivor elections before 1947. Beginning<br />

February 1967, includes supplemental annuities for career railroad employees.<br />

Series Bf352–353. Excludes refunds of contributions to employees who leave service.<br />

Series Bf352. Beginning January 1988, includes both Civil Service Retirement System <strong>and</strong> Federal<br />

Employee Retirement System benefits. Beginning 1994, includes annual data only.<br />

Series Bf353. Represents federal contributory systems other than civil service, federal noncontributory<br />

systems for civilian employees <strong>and</strong> career military personnel, <strong>and</strong> systems for state <strong>and</strong> local employees.<br />

Series Bf354. Payments to veterans <strong>and</strong> survivors of deceased veterans, including special allowances<br />

for survivors of veterans who did not qualify under Old-Age, Survivors, Disability, <strong>and</strong> Health <strong>Insurance</strong><br />

(OASDHI; Servicemen’s <strong>and</strong> Veteran’s Survivor Benefit Act of 1956) <strong>and</strong> through June 1973,<br />

subsistence payments to disabled veterans undergoing training.<br />

Series Bf355–356. The lump-sum payments are death payments.<br />

Series Bf356. Includes annual <strong>and</strong> monthly payments for Railroad Retirement, veteran’s programs,<br />

<strong>and</strong> federal civil service retirement. For “other” public employee systems, includes annual data only.<br />

Lump-sum data are not available for state <strong>and</strong> local retirement systems after 1986. Beginning 1993,<br />

annual data include civil service <strong>and</strong> Railroad Retirement only.
