“Violation / İhlal”
“The Universal Declaration
of Human Rights”, prepared
and presented to United
Nations General Assembly
after the Second World War
by a group of people who had
joined the resistance against
Nazi’s invasion of France, officially
accepted by United Nations
in 1948. This document,
with its mandatory application
by the UN-member countries
in the frame of fundamental
rights, was approved
by the ministerial cabinet
of the Republic of Turkey
to be taught and discussed at
schools and educational institutions,
and to be broadcasted
by press. Although it is visibly
accepted by the political discourse
all over the world, it is
hardly defended in reality, especially
in certain political climates
such as today’s Turkey.
VIOLATION aims to expose the
violation of The Universal Declaration
of Human Rights in
Turkish representatives’ everyday
speech. The data and
keywords collected from the
counselors’ speech will be
associated with the related
articles in the declaration.
The result will be visualized
in an artistic manner that
makes visible the gaps in the
implementation of the “official
decision” and the disregard
toward the declaration.
“DE Universele Verklaring
van de Rechten van de Mens’,
werd opgesteld en gepresenteerd
door een groep
mensen uit het verzet in
Frankrijk en door de VN
aangenomen na de Tweede
Wereldoorlog in 1948. Dit
document werd (verplicht
door de VN) goedgekeurd
door het Kabinet van Turkije
om onderwezen te worden
op scholen en onderwijsinstellingen.
Hoewel het
zichtbaar aanvaard is door
de politieke discours over
de gehele wereld, wordt het
nauwelijk verdedigd in de
werkelijkheid, met name in
bepaalde politieke klimaten
zoals in Turkije.
‘VIOLATION’ probeert de
schendingen van de Universele
Verklaring van de Rechten
van de Mens door Turkse
functionarissen bloot te leggen.
Uit de toespraak van de
counselors worden data en
sleutelwoorden verzameld
en vergeleken met artikelen
uit de Verklaring. De gaten
tussen de officiële positie
van de functionarissen en
de Verklaring worden in een
artistieke visualisatie weergegeven.
İkinci Dünya Savaşında
Nazi Almanyasının Fransayı
işgali karşısında aktif rol
oynamış bir grup direnişçi
tarafından, savaş sonrası
hazırlanarak Birleşmiş
Milletler Genel Kurulu’na
sunulan “İnsan Hakları
Evrensel Bildirisi” 1948
yılında Birleşmiş Milletler
tarafından resmi belge niteliğine
kavuştu. BM’ye üye
olan tüm ülkeler tarafından,
insani temel haklar çerçevesinde
uygulanmasının gerekliliği
ve zorunluğu kabul
edilmiş olan bu bildiri, 1949
yılında Türkiye Cumhuriyeti
Bakanlar Kurulu tarafından
da okullarda ve eğitim
kurumlarında okutulması
ve tartışılması, yayın kurumlarında
işlenmesi kararı
ile onaylandı.
İHLAL, İnsan hakları Evrensel
Bildirisi’nin bugünkü
‘kanunlar çerçevesinde’
ihlalini göz önüne sermeyi
amaçlayan bir iştir. Çeşitli
anahtar kelimeler ve taramalar
ile topladığı veriyi,
İnsan Hakları Evrensel
Bildirisinde bulunan ilgili
madde ile ilişkilendirerek,
hem uygulamadaki boşluk
ve aksaklıkları, hem de
metnin göz ardı edilişini
görünür kılmayı hedefler.
