Further, documents/information from Government of<br />

India and Jammu and Kashmir, including through RTI,<br />

have been included. Each case study begins with<br />

details of the victim and the alleged perpetrator,<br />

followed by case information that includes the<br />

allegations, and available documentation including<br />

whether relief/compensation was provided to the<br />

families. Government of Jammu and Kashmir provides<br />

Rs. 1 lakh ex-gratia relief to the family of the victim for<br />

death caused by violence attributable to breach of law<br />

and order/civil commotion [Annexure 25], and<br />

compassionate employment for one family member of<br />

the victim for death caused in militancy related action,<br />

or Rs. 4 lakhs in the alternative [Annexure 26]. As<br />

seen in the case studies, families are put through an<br />

arduous process to even receive relief/compassionate<br />

employment. The focus of the case studies is on the<br />

status of investigations and the evidence against the<br />

alleged perpetrator.<br />

While the demand of IPTK and APDP is for<br />

independent and impartial investigations on each of<br />

these crimes, and there is no pronouncement on the<br />

guilt of the “alleged perpetrators”, prima facie<br />

evidence [from ofcial record and testimonies] is<br />

provided that warrants further investigations
