| Structures of Violence<br />

money. Wajahat Habibullah was saying this too. I was<br />

there for 52 days. This was the same time as that of the<br />

abduction. This was counter-kidnapping by government. I<br />

knew that these were people from the administration.<br />

The framework within which the forces viewed their<br />

retaliatory actions is brought out in the testimony of Bilal<br />

Ahmad Mir [Testimony no.20] where he recounts the<br />

killing of a father and son [the son being a militant]. The<br />

witness states:<br />

I was present at the site of the encounter. Major Pama<br />

came and said whosoever had to die, has died and<br />

whatsoever had to be burnt, has been burnt.<br />

Larkipora Village<br />

Within the larger framework of the Khanabal army camp,<br />

the local SOG and the Ikhwan / MM forces are enclosed<br />

stories of individual villages and the violence inicted<br />

upon them by functionaries of this larger system.<br />

Larkipora village provides an illustrative example of this.<br />

The researches of this report carried out a brief survey of<br />

Larkipora to understand how the system worked in an<br />

individual unit: one single village. The similarity to the<br />

larger structures was striking. Like Islamabad town which<br />

had the army, SOG and the Ikhwan/MM with various<br />

camps in place, the structure in Larkipora was quite<br />

similar. The main army camp was in the center of<br />

Larkipora and an Ikhwan camp was located in a village<br />

close by called Sadoora. The Larkipora camp falls under<br />

the command of Khanabal army camp. The Ikhwan camp<br />

in Sadoora falls under the command of Larkipora camp.<br />

Conversations in Larkipora led to a rough list of persons<br />

killed over the years, in the village. This list is produced<br />

below and gives some inkling of the intensity and nature of<br />

extreme voilence systematically meted out. it should be<br />

noted that this is not a full or comprehensive list.:<br />

• Abdul Salaam Dar, Jamaal-ud-din, both resident<br />

of Larkipora and Abdul Rehman Bhat, resident of<br />

Fatehpur were killed by Ikhwan in March 1996. Abdul<br />

Salaam Dar and Jamaal-ud-din were members of<br />

Jamaat-e-Islami.<br />

• Mohammad Sha Wani, son of Abdul Majid Wani,<br />

resident of Larkipora. Used as a human shield and<br />

killed in ring by the army from Larkipora camp on 18<br />

May 2001.<br />

• Ghulam Nabi Rather, son of Ghulam Qadir<br />

Rather, resident of Bonpur, Larkipora was tortured to<br />

death. There was a crackdown by army personnel<br />

from outside Larkipora. This was in 1993/1994. The<br />

body of the victim was found in a well subsequently<br />

after about a week. The army was either Khundroo or<br />

Khanabal camp.<br />

• Ghulam Hassan Malik, son of Sonaullah Malik,<br />

resident of Larkipora was killed in the rst crackdown<br />

of Larkipora by army. It was in probably in 1991. The<br />

crackdown was at night. He went outside his house to<br />

urinate and he was shot at.<br />

• Showkat Ahmad Khanday, son of Dilawar<br />

Khanday, originally resident of Larkipora, worked as a<br />

teacher in the Larkipora village and was killed. There<br />

was a crackdown in which 2-3 people were caught<br />

including the victim. It was a massive crackdown of 10-<br />

15 villages. The other person killed was from Shivpora<br />

– Ghulam Hassan, a tongawala. This was in 1995. In<br />

this crackdown, Farooq Hajam, a militant with HM was<br />

also caught. He was kept tied to a Chinar tree. He had<br />

no weapons on him. He was then blown up.<br />

• Abdul Gani Sheikh, a teacher, resident of<br />

Dialgam and a Carpenter were both killed by army of<br />

the Larkipora camp and their heads were cut as well.<br />

They were afliated with Jamaat-e-Islami. This was<br />

maybe in 1992/1993. News of this killing created<br />

widespread fear and the Larkipora camp was widely<br />

known because of this.<br />

• Muzamil Rather [nicknamed Janak] was tortured<br />

again by Ikhwan of Sadoora camp and he died as a<br />

result of it subsequently.<br />

The Sadoora camp was established around 1995 and<br />

was there until 2003. It was based in the house of<br />

Mohammad Yousuf Baig, which was forcibly occupied.<br />

The camp commander, until he was killed in 2003, was<br />

Mohammad Abbas Mir, alias Colonel Jehangir. Ikhwan at<br />

Sadoora worked with the Larkipora camp. At the village<br />

the researchers were informed that prior to Ikhwan there<br />

was MM presence for a brief period. Mohammad Akbar<br />

Sheikh and his brother Abdul Rashid Sheikh from MM<br />

were active in the area. Mohammad Akbar Sheikh and his<br />

father were killed and then Abdul Rashid Sheikh left to join<br />

Naba Azad in Shehlipora.<br />

• The following is a list of the Ikhwan at Sadoora camp,<br />

as recalled by residents:<br />

• Mohammad Abbas Mir, alias Colonel Jehangir, son of<br />

Mohammad Khazir Mir, resident of Sadoora. Killed.<br />

• Jehangir Malik, son of Saidullah Malik. He is the<br />

only person of the Ikhwan in Sadoora who was<br />

previously a militant. He was with HM previously. Alive.<br />

• Manzoor Ahmad Beg, alias Sher Khan alias<br />

Manna Beg, resident of Sadoora. Alive. Presently in<br />

the Territorial army.<br />

• Manzoor Ahmad Mir, resident of Sadoora. Alive.<br />

• Maqsood Ahmad Shah, resident of Sadoora.<br />

Alive.<br />

• Ghulam Shah, resident of Sadoora. Alive.<br />

• Imtiyaz Ahmad So, son of Ghulam Mohammad<br />

Shah, resident of Sadoora.<br />

• Imtiyaz Kumar, son of Ghulam Mohammad<br />

Kumar, resident of Sadoora. He was tortured by HM<br />

militants.<br />

• Abdul Rashid Malik, son of Ghulam Ahmad Malik,<br />

resident of Sadoora. Dead.<br />

• Nisar Ahmad Mir, son of Ghulam Mohi-ud-din Mir,<br />

resident of Sadoora. Dead.<br />

• Bashir Ahmad Mir, son of Ghulam Nabi Mir,<br />

resident of Sadoora. Dead<br />

• Abdul Rashid Sheikh, resident of Sadoora. Alive.<br />

• Manzoor Ahmad Beg, son of Jam Beg, resident of<br />

Sadoora. Alive.<br />

• Mohammad Amin Beg, son of Gul Beg, resident<br />

of Sadoora. Dead<br />

• Reyaz Ahmad Shah, resident of Sadoora. Alive.<br />

Presently in the Territorial army.<br />

• Hilal Ahmad Mir, son of Gul Mohammad Mir,<br />

resident of Sadoora. Alive. Presently in the Territorial<br />

army.<br />

• . Ashiq Hussain Mir, son of Ali Mohammad Mir,<br />

resident of Sadoora. Alive. Presently in the Territorial<br />

army.<br />

It was stated in the village that there were certain people<br />

from Sadoora who got employed in the Territorial army by
