was a militant.<br />

On 5August 2007, the victim was going towards<br />

Leazbal area. At Leazbal, some unknown persons<br />

who were in civil clothes, picked him up. They took<br />

Showkat in a maroon Sumo [the locals of Leazbal told<br />

the witness about this half an hour after his dead body<br />

was found at Barakpora]. Two farmers who were<br />

working in a nearby eld that time said that they saw a<br />

boy brought there by the police in uniform and then<br />

shot dead.<br />

The victim's brother, Nisar Ahmed Bhat, gave the<br />

above statement to the IPTK on 23 April 2015.<br />

The victim's statement is clear, and cogent evidence is<br />

presented of the torture by the alleged perpetrators.<br />

Idrees Baba does not appear to have a role in the<br />

physical torture of the victim except that he appears to<br />

be a part of the conspiracy – and indeed the reason –<br />

that led to the torture of the victim. The allegations<br />

warrant further investigation, particularly with regard to<br />

the killing of the victim as there is no evidence on the<br />

identity of the accused responsible for the killing of the<br />

victim.<br />

Case Information<br />

Mohammad Amin had crossed the Line of Control in<br />

1992 for arms training and returned in 1995 and got<br />

actively involved with Al-Jehad for about 3 years. He<br />

was arrested in 1998 by personnel from the SICOP<br />

army camp. Mohammad Amin was picked up near<br />

Baba Naseem-ud-din Gazi's Shrine at Feroz Shah<br />

Mohalla by army personnel from the camps at SICOP<br />

and Dak Bungalow Bijbehara, headed by Major<br />

George.<br />

At SICOP Camp, he was tortured severely for 10-12<br />

days. His lips were burnt using cigarette butts, and<br />

even his eyebrows were burnt. After a period of twelve<br />

days he was shifted to Joint Interrogation Centre [JIC]<br />

Khanabal. At JIC he was detained for a few days. After<br />

serving detention at JIC, Major Greoge of SICOP<br />

camp, who had gone for leave returned to the camp<br />

and called Amin again to his camp, for about one hour.<br />

Major George scorched his chest. His private parts<br />

were electrocuted and burning coal was put over his<br />

body. When he was tortured severely at SICOP, his<br />

family approached Deputy Commissioner Anantnag<br />

who got Amin back to JIC for ten days. When he was<br />

detained at JIC Khanabal for the rst time he had been<br />

tortured by DSP Rathore who was then the head at<br />

JIC. He had kept Amin naked in the month of Ramzan.<br />

Most of the torture inicted on him was perpetrated by<br />

Major George of SICOP camp. Amin bore torture<br />

marks till his death.<br />

After JIC, he was booked for some false charges and<br />

was sent to Hira Nagar Jail in Jammu. He was nally<br />

released from Bijbehara police station.<br />

Major George also tortured many other locals of<br />

Bijbehara during their detention. Major George made a<br />

lot of money by arresting innocent locals and then<br />

demanding money for their release.Major George was<br />

transferred from the area four months after Amin's<br />

arrest. Amin was married in 2004 and lived<br />

comfortably until he developed certain disorders due<br />

to the severe torture inicted on him. He developed<br />

lung cancer in 2013 and breathed his last on 9 May<br />

2014.<br />

The brother of the victim, Mohammad Ismail Zargar,<br />

gave the above statement to theIPTK on 9 January<br />

2015.<br />

The witness statement is clear, and cogent evidence is<br />

presented of the torture by the alleged perpetrators.<br />

The allegations warrant further investigation.<br />
