Case Information<br />
On 23 June 1999, Nazir Ahmad Lone, son of Ali<br />
Mohammad Lone, alias Nazir Gurra an infamous<br />
Ikhwan of the area came to the victim's house at 10 pm<br />
and took Ghulam Mohammad Lone with him. At about<br />
1 am in the night the family heard gun shots. The family<br />
didn't expect Nazir Gurra to kill him considering the fact<br />
that he was their neighbour. In the morning, the family<br />
and the neighbours found Ghulam Mohammad in a<br />
pool of blood on a road half kilometre away from their<br />
home.<br />
Nazir Gurra was initially associated with militants and<br />
in 1995 joined Ikhwan. He along with his other<br />
associates used to smuggle timber. They came many<br />
times to the victim who was working as a ranger in the<br />
forest department and asked for timber. Due to fear, he<br />
used to give them timber. On this fateful night Nazir<br />
Gurra along with another Ikhwan Farooq Ahmad Beigh<br />
came to their house and asked Ghulam Mohammad<br />
for timber. This time he refused and they killed him.<br />
Also, the victim had lodged an FIR in the local police<br />
station in which he had complained against the looting<br />
of forests without naming any particular person.<br />
Someone from the police informed Nazir Gurra about<br />
this complaint and he in turn killed Ghulam<br />
Mohammad fearing that he might name him<br />
somewhere in future.<br />
After 6 days, Abdul Qayoom Lone, son of the victim,<br />
went to Nazir Gurra and asked him about the reasons<br />
of killing his father. In turn Nazir Gurra threatened him<br />
of dire consequences and after few days also went to<br />
their house to kill Qayoom. Qayoom was able to<br />
escape only after his family and neighbours screamed.<br />
After that Qayoom went into hiding for about three<br />
years up to 2002.<br />
In the meantime, after the incident an FIR was lodged<br />
in Police station Kangan – FIR no. 33/1999. It was led<br />
by brother of the deceased Abdul Ahad Lone. Instead<br />
of carrying out any investigation, the police led a<br />
closure report dated 20 March 2001 without informing<br />
Abdul Ahad Lone about it.<br />
Then in 2002, Abdul Qayoom gave an application to<br />
Superintendent of Police [SP] Ganderbal against<br />
Nazir Gurra for the reopening of the FIR. After that<br />
some people in the garb of human rights activists<br />
came to their home and asked the family not to pursue<br />
case against Nazir Gurra. They even threatened them<br />
of dire consequences. The four people were not<br />
speaking the local language. Fearing all this<br />
harassment the family didn't follow the case thereafter.<br />
The son of the victim, Abdul Qayoom Lone, gave the<br />
above statement to the IPTK.<br />
The witness statement is credible and provides<br />
evidence of the killing of the victim. Further, a writ<br />
petition, OWP 1313/2015 was led before the High<br />
Court regarding the investigations in the case. Notice<br />
was issued by the High Court on 27 August 2015. The<br />
evidence available mandates further investigations.<br />

Case Information<br />
On 23 June 1999, in the evening hours, Nazir Ahmad<br />
Gilkar, Javed Ahmad Shah and Ghulam Rasool<br />
Mattoo were riding a scooter [no. DL-33-7771]<br />
following a wedding. They had a large quantity of<br />
money with them. They were stopped outside the<br />
Soura Police Station by the personnel of the Special<br />
Operations Group [SOG] of the Jammu and Kashmir<br />
Police. After frisking and checking their identity cards<br />
all three of them were dragged into the Soura Police<br />
Station and were detained there along with their<br />
scooter. Inside the police station, SHO Abdul Rashid<br />
Khan, along with the other alleged perpetrators<br />
tortured them ruthlessly, and later killed all of them.
