| Structures of Violence<br />
The Jammu and Kashmir Police refused to provide<br />
information on names of SHOs and SP Operations in<br />
Jammu and Kashmir, including Baramulla district.<br />
Government gunmen<br />
The MM operatives who people remember working in the<br />
area are as follows:<br />
i. Abdul Hamid Malik alias Athar, resident of<br />
Chaksari, Pattan<br />
ii. Mohammad Ramzan Mian, alias Hayat Khan,<br />
resident of Pattan. He was later killed.<br />
iii. Azam Khan, resident of Hokar, Badasgam,<br />
Achabal, Islamabad District. He was later killed.<br />
iv. Abdul Majid Mir, alias Shaheen, resident of<br />
Nihalpora, Pattan. He was later killed.<br />
v. Ghulam Ahmad Waza, alias Amma Waza,<br />
resident of Palhallan. He was later killed.<br />
vi. Ghulam Nabi Tantray, alias Kawa, resident of<br />
Palhallan. He was later killed. He had a National<br />
Conference background, and did not himself carry<br />
weapons.<br />
vii. Mohammad Yousuf Tantray, alias Kawa, son of<br />
Ghulam Nabi Tantray, resident of Palhallan. He was later<br />
killed.<br />
viii. Nazir Ahmad Bhat alias Nazir Halwa, resident of<br />
Buran, Pattan. He was later killed.<br />
ix. Mohammad Subhan Tantray, alias Kawa,<br />
resident of Palhallan. He was later killed.<br />
x. Ismail Kawa, resident of Palhallan.<br />
xi. Mushtaq Zargar, resident of Pattan.<br />
xii. Showkat Ahmad alias Shoga, resident of Buran,<br />

infamous torturer. He was also considered the right hand<br />
man of DSP Kuldeep.<br />

Nihalpora, Pattan<br />
xvi. Ghulam Hassan Bhat alias Hass Kalloo, resident<br />
of Buran, Pattan.<br />
xvii. Mohammad Maqbool Tantray, alias Kawa,<br />
resident of Palhallan. He was later a victim of enforced<br />
disappearance.<br />
xviii. Shahbaz Ganie, resident of Tangmarg. Presently<br />
works as a Special Police Ofcer [SPO].<br />
xix. Abdul Rashid Ganie, resident of Palhallan. He<br />
was later killed.<br />
xx. Abdul Rehman Ganie, alias Sher Khan alias<br />
Sheru, resident of Mirgund. He was later a victim of<br />
enforced disappearance.<br />

Complexities and Questions<br />
The Structures of Violence<br />
This chapter while seeking to unravel the complex<br />
structures of violence at play within particular localities<br />
has only been able to do so to a limited extent. To<br />
understand how violence is [and was] perpetrated in<br />
Jammu and Kashmir a more detailed investigation is<br />
required. Examining the role of the various actors<br />
involved behind the scenes whether political or nonpolitical,<br />
formal or informal, would lead to a more<br />
comprehensive understanding of the system in place in<br />
Jammu and Kashmir. This report has therefore been only<br />
an attempt to begin this exploration. A particular<br />
impediment for the researchers was the lack of<br />
transparency from the government and this did not allow<br />
the researchers to make an indepth study of the entire<br />
scale of deployment of army and other forces. Information<br />
available is sketchy and what is presented here has<br />
sometimes been obtained from those who in one way or<br />
the other have worked or cooperated with the structures<br />
of army.
