Police Budgam. The family then received his dead<br />

body from Police Station Budgam.<br />

Ghulam Hassan Baba was known for threatening<br />

people for money. After Showket's death, the police,<br />

on the directions of Moulana Iftikhar Ansari, arrested<br />

him. But after a few days, he was released again.<br />

The family never dared to le a case against the army<br />

or Ghulam Hassan Baba because of they feared for<br />

their lives; if anyone would le a case against the army,<br />

they would be killed.<br />

Unidentied gunmen at Nasrullah Pur later killed<br />

Ghulam Hassan Baba.<br />

The father of the victim, Ghulam Rasool Mir, gave the<br />

above statement to the IPTK on 14 March 2015.<br />

The victim's statement is clear, and cogent evidence is<br />

presented of the extra-judicial killing by the alleged<br />

perpetrator. There are also eye-witnesses whose<br />

testimony may be recorded. The role of the army<br />

though requires further investigations.<br />

Case Information<br />

On 9 July 2001 at around 4:00 pm Abdul Ghani Bhat<br />

was working on his elds along with other persons.<br />

BSF personnel from the Batagund Dambal Camp<br />

attacked the farmers and beat them severely. Abdul<br />

Ghani Bhat managed to escape to his house. The BSF<br />

personnel next arrived at his house and abducted<br />

Abdul Ghani Bhat. When the family of Abdul Ghani<br />

Bhat approached the camp the BSF personnel denied<br />

the abduction.<br />

The same night the BSF personnel returned with Abdul<br />

Ghani Bhat to his residence for search operations.<br />

Following the operation Abdul Ghani Bhat was once<br />

again taken back to the camp.<br />

The family approached the police station and<br />

subsequently the FIR was led.<br />

On 11 July 2001 the body of Abdul Ghani Bhat was<br />

found at Chachkote, Awantipora. The dead body bore<br />

visible torture marks. The Station House Ofcer [SHO]<br />

of the Tral the Police Station had earlier attributed the<br />

abduction to a Sikh ofcer of the BSF.<br />

The BSF personnel exerted great pressure on the<br />

family of Abdul Ghani Bhat to withdraw the case.<br />

The family of Abdul Ghani Bhat was given Rs.1,00,000<br />

ex-gratia government relief and compassionate<br />

employment under SRO-43 [Statutory Rules and<br />

Orders].<br />

On 11 July 2001, the villagers conducted a protest<br />

march against the abduction and killing of Abdul Ghani<br />

Bhat. As the protestors were moving towards<br />

Awantipora, they were red upon by the BSF<br />

personnel of the Batagund Dambal Camp. The ring<br />

was done by Constable Ram Naresh. Ishrat Amin Bhat<br />

and Bilal Ahmad Reshi were injured in this shooting.<br />

Both are permanently handicapped. Ishrat Amin Bhat<br />

was shot in her arm and Bilal Ahmad Reshi on his<br />

hand.<br />

The BSF personnel exerted great pressure on both<br />

families due to which they signed declarations<br />

accepting that the BSF had no role in the incident.<br />

Additionally, the father of Bilal Ahmad Reshi, in his<br />

statement to the police did not attribute the ring to the<br />

BSF.<br />

The family of Ishrat Amin Bhat accepted Rs.7000 from<br />

a Major of the BSF. The Major told the father of the<br />

victim that not all ofcers were good and that if he<br />

refused to compromise he could be taken to the Camp,<br />

forced to hold a gun, have a picture taken and be<br />

labeled a militant. The family of Bilal Ahmad Reshi<br />

received Rs.70,000 in compensation from the<br />

Government of Jammu and Kashmir. The family of<br />

Ishrat Amin Bhat received Rs.60,000 in compensation<br />

from the Government of Jammu and Kashmir.<br />

The family of Ishrat Amin Bhat and Bilal Ahmad Reshi<br />

gave statements to the IPTK on 6 February 2012.<br />
