Koth Bhalwal Jail, the victim's detention order was<br />

quashed, but instead of releasing him he was then<br />

taken by Counter-Intelligence Kashmir [CIK] in<br />

Jammu, who got him transferred to Baramulla Jail and<br />

then from Baramulla he was shifted to Srinagar<br />

Central Jail.When his family brought a release order<br />

to Srinagar Central Jail, he was taken by CIK<br />

personnel to Humhama Camp. He was detained there<br />

for about a month. Following further transfers<br />

between detention centres, he was released after a<br />

period of in the last month of 2007. After his release,<br />

he started a service station.<br />

The victim, Manzoor Ahmed Bhat, gave the above<br />

statement to the IPTK on 9 January2015.<br />

The victim's statement is clear, and cogent evidence<br />

is presented of the torture by the alleged perpetrators.<br />

The allegations warrant further investigation. There is<br />

a slight discrepancy between his statement and that<br />

of Ashiq Hussain Narchoor with regard to when they<br />

were taken from the JIC to the Khanabal army camp<br />

for a single day. Ashiq Narchoor says it was 8-9 days<br />

after being detained whereas the victim here says it<br />

was 25 days later. Except for this discrepancy, the two<br />

statements corroborate one another.<br />

Case Information<br />

On 8 July 2005, the Hurriyat [G] chairman Syed Ali<br />

Shah Geelani was visiting the Jamia Masjid at<br />

Shopian. He addressed a huge gathering there. The<br />

victim also attended the gathering.<br />

Early morning the next day, army personnel came to<br />

his house led by Major Ravi. They dragged him out of<br />

the house and wrapped his Pheran [traditional dress<br />

of Kashmir] on his head; he was blindfolded and<br />

couldn't see anything.<br />

After some time, they reached the camp where he<br />

was thrown inside a dark room. After half an hour,<br />

Major Ravi came and started beating him with a<br />

wooden rod and told him to take off his clothes; but the<br />

victim refused. So the Major then called a few<br />

personnel, who forcibly stripped him. He ordered his<br />

guards to bring some pepper powder. And his private<br />

parts were lled with pepper powder. After some time,<br />

he was blind folded and they beat him with a sharp<br />

wire.<br />

Then, he was asked to translate the speech that<br />

Geelani had delivered. While watching its video<br />

[victim did not know where the video came from], he<br />

did the same. They scared him, abused him and beat<br />

him after he had translated the speech. They showed<br />

him blood spots and said that they belonged to<br />

Shakoor Deva, who was killed by the same camp<br />

during torture. The victim was continuously tortured<br />

for ve days.<br />

It was known around town that the Major's name was<br />

Ravi. Secondly, he himself said that his name was<br />

Ravi. He gave his phone number to the victim and told<br />

him that he could call him whenever he wanted and<br />

that he could work with him.<br />

In August 2005, he raided the victim's sister'shouse,<br />

took photographs of his niece and asked them to<br />

make the victim call him. But the victim does not know<br />

which unit he was from except that he was from the<br />

veterinary army camp near police station Shopian.<br />

He has also been victimized by the ling of a false First<br />

Information Report [FIR] against him and he was<br />

detained for seven days. After seven days, he was<br />

bailed and released.<br />

The victim, Sheikh Aijaz Ahmad, gave the above<br />

statement to the IPTK on 6 August 2014.<br />

The details of the torture, and the identication of the<br />

alleged perpetrator [the details of the unit and the<br />

camp are presumably the same as in the Shakoor<br />

Ahmad Deva case] are clear and specic enough to<br />

warrant further investigations.<br />

In September 2005, personnel of the 3 Rashtriya<br />

Ries [RR] of Khanabal camp cordoned the area at<br />

about 5:30 am. Sheikh Tahir Fuf, an Ikhwan, informed<br />

the army that there were militants in the victim's
