| Structures of Violence<br />

Chart No. 2 shows the structure of the Divisions and<br />

Military Intelligence Units under the XIV Corps<br />

headquartered at Leh.<br />

Chart No.3 shows the structure of the Divisions/Force,<br />

Sector/Brigades and Military Intelligence units under the<br />

XV Corps, headquartered at Badami Bagh cantonment.<br />

Chart No.4 shows the structure of the Divisions/Force<br />

and Sector/Brigades and Military Intelligence units under<br />

the XVI Corps, headquartered at Nagrota .<br />

Chart No.5 shows the structure of the Divisions and<br />

Military Intelligence units under the Western Command,<br />

which has a single Corps relevant to Jammu and Kashmir<br />

.<br />

We will also have to take into account the intelligence<br />

agencies that work for the army [reected in the above<br />

charts], independent of RAW or IB or the local police<br />

intelligence agencies. There are four levels of intelligence<br />

agencies working with the army [as relevant to Jammu<br />

and Kashmir], with the individual detachments referred to<br />

as “DET”:<br />

- Northern Command Counter-Intelligence Unit<br />

[NCCIU]: This unit works with the different army<br />

formations under the Northern Command, and oversees<br />

other military intelligence units. Headquartered in<br />

Udhampur and headed by a Colonel, there are also three<br />

Rear Headquarters at each of the Corps HQ, at Leh (XIV<br />

Corps) Srinagar (XV Corps), and Nagrota (XVI Corps),<br />

each headed by a Lt. Colonel. The individual DETs and<br />

formations of NCCIU are at List No.1<br />

- Western Command Counter-Intelligence Unit<br />

[WCCIU]: This unit works with the different army<br />

formations in the Western Command and has a Rear HQ<br />

in Bakshinagar, Jammu headed by a Major presently. The<br />

individual DETs and formations of WCCIU are at List<br />

No.2.<br />

- Counter-Intelligence Unit [CIU]: This unit works<br />

with counter-insurgency forces, i.e. the RR, only in XV<br />

Corps and XVI Corps. XV Corps has two headquarters:<br />

30 CIU, Shariefabad and 31 CIU, Awantipora, each<br />

headed by a Colonel.16 Corps has two headquarters: CIU<br />

Akhnoor and CIU Batote, each headed by a Colonel. The<br />

individual DETs and formations of CIU are at List No.3.<br />

- Counter-Intelligence Surveillance Unit [CISU]:<br />

This unit works with the Infantry Divisions and is<br />

headquartered in XIV Corps at Leh, XV Corps at Haft<br />

Chinar, and XVI Corps at Nagrota. In each HQ there is a<br />

Colonel. The individual DETs and formations of CISU are<br />

at List No.4.<br />

Army strength<br />

Regular army<br />

Guiding numbers<br />

These gures are estimates; there exists no ofcial<br />

information on the actual strength of the army units<br />

deployed in Jammu and Kashmir. We summarize the<br />

information collected by the researchers below:<br />

First, every Brigade/Sector is said to have a total of 4-6<br />

Battalions. Each Battalion consists of an estimated 10<br />

Companies. The total for a single company may be<br />

estimated at around 145.<br />

Consequently, Battalion strength is an estimated 1160,<br />

[presuming 8 companies as a base] and is headed by a<br />

Colonel [Commanding Ofcer]. Each Brigade/Sector has<br />

an estimated 5 Battalions and therefore Brigade/Sector<br />

strength may be estimated at 5808 [as the Brigade/Sector<br />

headquarters staff, headed by a Brigadier, is around 8].<br />

The strength of Division/Force Headquarters, Corp<br />

Headquarters and the actual Northern Command must be<br />

noted. Division/Force Headquarters, headed by General<br />

Ofcer Commanding [Major General] may be estimated<br />

at 15; Corp Headquarters, headed by a General Ofcer<br />

Commanding [Major General] may be estimated at 54;<br />

Command Headquarters, headed by a Lt. General may<br />

be estimated at 77.<br />

Each DET of Military Intelligence has around 7 personnel<br />

with 1 ofcer in command. In addition, the following is the<br />

strength at the headquarters levels for the 4 military<br />

intelligence agencies:<br />

- NCCIU Udhampur: There would be around 20<br />

personnel at the headquarters. Further, at each of the<br />

three Rear headquarters there would be around 8<br />

personnel. Therefore, the total strength at the NCCIU<br />

headquarters level would be around 44.<br />

- WCCIU: There would be around 8 personnel at<br />

the Rear Headquarters.<br />

- CIU: Each of the four headquarters would have<br />

around 20 personnel. Therefore, the strength at<br />

headquarters level of CIU would be 80.<br />

- CISU: Each of the three headquarters would<br />

have around 20 personnel. Therefore, the strength at<br />

headquarters level of CISU would be 60.<br />

Northern Command strength<br />

The Indian army strength in Northern Command may be<br />

estimated at 356382.<br />

The above estimate is arrived as per the following<br />

calculations:<br />

- XIV Corp, comprising of 3 Divisions, and a total of<br />

9 Brigades would have strength of: 52371.<br />

- XV Corps, comprising of 7 Divisions/Forces, and<br />

a total of 32 Brigades/Sectors would have strength of:<br />

186015.<br />

- XVI Corps, comprising of 7 Divisions/Forces, and<br />

a total of 20 Brigades/Sectors would have strength of:<br />

- In addition, there are two Battalions of the Special<br />

Forces [Paracommandos] operating under the Northern<br />
