POLICY CONTEXT AND EVIDENCE BASE<br />
Regional <strong>Development</strong> Strategy 2035 (RDS)<br />
The RDS Spatial Framework Guidance acknowledges the important role<br />
Lisburn has within the Belfast Metropolitan Urban Area and indicates a<br />
number of strategic guidelines:<br />
• Recognise the high development potential of Lisburn and the scope<br />
to accommodate housing development in the City Centre, reflecting<br />
its highly accessible strategic location and strong employment base<br />
<strong>Plan</strong>ning Policy Statement 4: <strong>Plan</strong>ning & Economic <strong>Development</strong> (PPS 4)<br />
This <strong>Plan</strong>ning Policy Statement sets out the planning policies for<br />
economic development uses and indicates how growth associated with<br />
such uses can be accommodated. In relation to office provision this policy<br />
aims:<br />
• To tackle disadvantage and facilitate job creation by ensuring the<br />
provision of a generous supply of land suitable for economic<br />
development.<br />
• Enhance Lisburn City as a major employment and commercial<br />
centre. Lisburn is strategically located at the meeting of Key<br />
Transport Corridors and has high development potential and the<br />
scope to generate additional jobs.<br />
Strategic <strong>Plan</strong>ning Policy Statement for Northern Ireland (SPPS)<br />
The SPPS recognises the importance of economic development in our<br />
district and urban centres through:<br />
• Promoting economic development in a sustainable manner<br />
• Ensuring the provision of a generous supply of land suitable for<br />
economic development.<br />
In larger settlements appropriate proposals for Class B1 business use<br />
(offices and call centres) should be permitted if located in city and town<br />
centres and in other locations that may be specified for such use.<br />
