The development of masterplans and other strategies within an urban<br />

renewal area is an important part of the process in establishing a clear<br />

framework for the improvement and revitalization of these areas.<br />

Viability<br />

A measure of a centre’s capacity to attract ongoing investment for<br />

maintenance, importance and adaptation to changing needs.<br />

Vitality<br />

A measure of how busy a centre is.<br />

Walkability<br />

The measure of how suitable or appealing an area is to walking. Factors<br />

influencing walkability include the presence or absence of quality<br />

footpaths or other pedestrian rights-of-way, traffic and road conditions,<br />

land use patterns, building accessibility, and safety, amongst others.<br />

Walkability is an important concept in sustainable urban design.<br />

Wellbeing<br />

A good or satisfactory condition of existence; a state influenced by health,<br />

happiness and prosperity. For a larger group of people, it could be<br />

described as the welfare of that group.<br />

Windfall<br />

This is housing provision on undesignated sites in the <strong>Development</strong> <strong>Plan</strong><br />

and as such, cannot be precisely anticipated. It can arise as a result, for<br />

example, of plot sub-division or property conversion and can normally<br />

make a significant contribution to the housing land supply over any <strong>Plan</strong><br />

period.<br />
