C | GROWING OUR CITY, TOWN CENTRES, RETAILING AND OFFICES<br />

As referred to in Part 6, research on the policy context and evidence base<br />

for the <strong>Local</strong> <strong>Development</strong> <strong>Plan</strong> identified the following strategic<br />

objective which informs the discussion of the key issues and options:<br />

Strategic Objective C: Growing Our City, Town Centres, Retailing and<br />

Offices<br />

• To develop strategic policy to protect and promote the City and<br />

town centres as places to work, shop and visit<br />

• To promote Lisburn City Centre as a vibrant destination offering a<br />

mix of shopping, employment, high-grade office development,<br />

leisure and community uses<br />

• To promote the development of the night time economy to ensure<br />

vibrant and thriving city and town centres to maximise economic<br />

growth and create further opportunity for enhancing their vitality<br />

and viability<br />

• To promote the regeneration and reuse of existing buildings and<br />

previously-developed land for mixed use development, whilst<br />

maintaining environmental quality and residential amenity<br />

• To support the role of Sprucefield as a regional retailing destination<br />

at a key strategic location within Northern Ireland.<br />

These Strategies will be shaped by the options presented in this paper<br />

which are subject to sustainability appraisal.<br />

The following seven Key Issues have been identified:<br />

• Key Issue 11: Growing Lisburn City Centre<br />

• Key Issue 12: Strengthening Town Centres<br />

• Key Issue 13: Sprucefield Regional Shopping Centre<br />

• Key Issue 14: Strengthening District and <strong>Local</strong> Centres<br />

• Key Issue 15: Growing the Night-Time Economy<br />

• Key Issue 16: Promoting Office <strong>Development</strong> within the City,<br />

Town, District & <strong>Local</strong> Centres<br />

• Key Issue 17: City Centre <strong>Development</strong> Opportunity Sites<br />

For each of these key issues a number of options have been presented<br />

and the Council’s Preferred Option is identified. In some instances, only<br />

one option is identified where alternative options have not been<br />

considered possible/viable.<br />

Growth of the City, Town Centres, Retailing and Offices will be facilitated<br />

by the Retailing and Office Strategy. This Retailing Strategy will aim to<br />

support Lisburn City as the focus of administration, commercial, cultural<br />

and retailing activity and grow its retail offer and at the same time<br />

promote Sprucefield as a Regional Shopping Centre. Regeneration of the<br />

three towns in the Council area is also important to support the vitality<br />

and viability of town centres, and growth of the designated District and<br />

<strong>Local</strong> Centres. In addition, the LDP will provide an Office Strategy to<br />
