Options for Key Issue 10: Mineral Safeguarding Zones and Areas of Mineral Constraint<br />

Option 10A Preferred Option<br />

Provide Mineral Safeguarding Zones and Areas of Mineral Constraint in addition<br />

to the existing policy-led approach in relation to Mineral <strong>Development</strong>: This<br />

option maintains the existing policy-led approach which allows for mineral<br />

extraction based on the consideration of the merits of each individual proposal.<br />

However, this option also allows for the introduction of ‘Mineral Safeguarding<br />

Zones’ which could be introduced around each active quarry or lignite deposit<br />

area where there will be a general presumption against further inappropriate<br />

surface development.<br />

‘Areas of Mineral Constraint’ could also be introduced to restrict further mineral<br />

extraction within the existing Areas of High Scenic Value at Portmore Lough,<br />

Magheraknock Loughs, Belfast Basalt Escarpment, Craigantlet Escarpment,<br />

Castlereagh Slopes, Castlereagh Escarpment and Lagan Valley AONB.<br />

Option 10B<br />

Retain the existing policy-led approach in relation to Mineral <strong>Development</strong>:<br />

which allows for mineral extraction and surface development based on the<br />

consideration of the merits of each individual proposal.<br />

Reason<br />

This option is in keeping with existing policy contained within the Strategic<br />

<strong>Plan</strong>ning Policy Statement (SPPS).<br />

Mineral exploration and development provides employment and necessary<br />

materials for construction in localised areas where useful deposits occur. It is<br />

therefore important to avoid the sterilisation of existing mineral resources by<br />

permitting inappropriate surface development in the proximity of existing active<br />

quarries or lignite deposit areas by introducing Mineral Safeguarding Zones<br />

where appropriate.<br />

The diversity of landscapes in the Council area combine to provide a unique<br />

resource of significant environmental quality. Areas of High Scenic Value and<br />

Lagan Valley AONB are principally designated to protect the setting of Urban<br />

Areas and other areas of particular landscape merit. It is considered important to<br />

limit the visual impact of mineral extraction within these areas by introducing<br />

Areas of Mineral Constraint.<br />

Reason<br />

Maintains the status quo, in line with existing regional strategic objectives of the<br />

Strategic <strong>Plan</strong>ning Policy Statement (SPPS).<br />
