• Protect routes required for new transport schemes including<br />
disused transport routes with potential for future reuse<br />
• Restrict the number of new accesses and control the level of use of<br />
existing accesses onto Protected Routes<br />
• Promote road safety, in particular, for pedestrians, cyclists and<br />
other vulnerable road users.<br />
Transportation issues considered by the Council in its LDP should include:<br />
• Land use allocations and associated transport infrastructure: the<br />
LDP should provide the means to promote, influence and deliver a<br />
shift to more sustainable travel modes<br />
• Zoned sites: should include key site requirements for walking and<br />
cycling infrastructure or phasing to tie in with planned improvement<br />
of public transport<br />
• Freight and storage: the LDP should allocate land for distribution<br />
and storage that are readily accessible to the Regional Strategic<br />
Transport Network<br />
• New transport schemes, walking and cycling: including proposals<br />
for road, rail, public transport, Park & Ride, cycle/pedestrian<br />
networks or planned improvements should be identified<br />
<strong>Plan</strong>ning Policy Statement 3: Access, Movement and Parking (PPS 3)<br />
This policy sets out planning policies for vehicular and pedestrian access,<br />
transport assessment, the protection of transport routes and parking.<br />
Policy objectives of PPS 3 in summary are:<br />
• To promote road safety<br />
• To restrict the number of new accesses & control the level of<br />
existing accesses onto Protected Routes<br />
• To promote a modal shift to more sustainable forms of transport<br />
• To ensure new development offers a realistic choice of access<br />
• To ensure the needs of people with disabilities and others whose<br />
mobility is impaired are taken into account<br />
• To promote the provision of adequate facilities for cyclists in new<br />
developments<br />
• To promote parking policies that will assist in reducing reliance on<br />
the private car<br />
• To protect routes required for new transport schemes including<br />
disused transport routes with potential for future reuse.<br />
• Disused transport routes: the LDP should identify and safeguard<br />
disused transport routes, such as former railways and canals where<br />
there is a reasonable prospect of re-use<br />
• Car parking: the LDP should identify existing and proposed town<br />
centre car parks, identify park & ride sites and consider a range of<br />
initiatives to encourage a modal shift from car usage<br />
• Protected routes: the LDP will identify protected routes.<br />
