Housing Land Allocation<br />

The SPPS identifies that the following should inform housing allocations<br />

within the <strong>Local</strong> <strong>Development</strong> <strong>Plan</strong>:<br />

1. RDS Housing Growth Indicators (HGI’s)<br />

2. Use of the RDS housing evaluation framework<br />

<strong>Plan</strong>ning Policy Statement 8: Open Space, Sport & Outdoor Recreation<br />

(PPS 8)<br />

PPS 8 provides policy for the protection of open space, the provision of<br />

new areas of open space in association with residential development and<br />

the use of land for sport and outdoor recreation and advice upon the<br />

treatment of these issues within development plans.<br />

3. Allowance for existing housing commitments<br />

4. Urban capacity studies<br />

5. Allowance for windfall housing<br />

6. Application of a sequential approach and identification of suitable<br />

sites for settlements of over 5,000 population<br />

7. Housing Needs Assessment/Housing Market Analysis (HNA/HMA)<br />

8. Transport Assessments<br />

These are addressed in further detail under the section ‘Future Housing<br />

Growth Strategy’ on page 41.<br />

<strong>Plan</strong>ning Policy Statement 7: Quality Residential Environments (PPS 7)<br />

PPS 7 provides policy for achieving quality in new residential<br />

developments and advice on the treatment of this issue within<br />

development plans.<br />

<strong>Plan</strong>ning Policy Statement 12: Housing in Settlements (PPS 12)<br />

The policy objectives of PPS 12 are reflected in the SPPS and aim to<br />

manage housing growth, to direct and manage future housing growth to<br />

achieve sustainable patterns of residential development, to promote a<br />

drive to provide more housing within existing urban areas, to encourage<br />

an increase in the density of urban housing appropriate to the settlement<br />

and to encourage the development of balanced communities.<br />

This PPS looks at three inter-related elements of the plan designed to<br />

meet its objectives and those of the RDS. These are:<br />

• Processes for allocating housing land;<br />

• Measures to be contained in development plans; and<br />

• Implementing, monitoring and reviewing development plans.<br />

A “<strong>Plan</strong>, Monitor and Manage” approach that aims to ensure that<br />

development plans become more sustainable, balanced and integrated is<br />

advocated.<br />

PPS 12 recognises that the availability of affordable housing is one part of<br />

the drive to help create mixed and inclusive communities.<br />
