Belfast Metropolitan Area <strong>Plan</strong> (BMAP)<br />
The Belfast Metropolitan Area <strong>Plan</strong> 2015 is a development plan prepared<br />
under the provisions of Part 3 of the <strong>Plan</strong>ning (Northern Ireland) Order<br />
1991 by the Department of the Environment (DOE). The <strong>Plan</strong> covers the<br />
City Council areas of Belfast and Lisburn and the Borough Council areas of<br />
Carrickfergus, Castlereagh, Newtownabbey and North Down.<br />
Brownfield<br />
Land that has previously been developed. May include vacant or derelict<br />
land, infill land, land occupied by redundant or unused buildings and<br />
developed land.<br />
Built Heritage<br />
The Lisburn & Castlereagh City Council Area contains a significant number<br />
of archaeological sites and monuments, listed buildings, conservation<br />
areas, historic parks, gardens and demesnes and has an important<br />
industrial heritage.<br />
Community <strong>Plan</strong><br />
The Strategic Policy <strong>Plan</strong>ning Statement 2015 states that the LDP will<br />
provide a spatial land use reflection of the Community <strong>Plan</strong> linking public<br />
and private sector investment through the land use planning system.<br />
Conservation Areas<br />
The SPPS notes that in managing development within a designated<br />
Conservation Area the guiding principle is to afford special regard to the<br />
desirability of enhancing its character or appearance where an<br />
opportunity to do so exists, or to preserve its character or appearance<br />
where an opportunity to enhance does not arise. There are 3<br />
Conservation Areas within the Council area.<br />
Countryside Assessment<br />
Provides an overview of the existing environmental assets in the Lisburn<br />
& Castlereagh City Council Area and how these are protected. This will<br />
include the following four interrelated strands; i.e. An Environmental<br />
Assets Appraisal; A landscape Assessment; A <strong>Development</strong> Pressure<br />
Analysis; and A Settlement Appraisal.<br />
Creating Places<br />
Creating Places is a DoE and DRD prepared document that seeks to<br />
achieve quality in residential development and incorporates guidance on<br />
layout and access.<br />
Department of Agriculture, Environment & Rural Affairs (DAERA)<br />
Responsibilities include: food, farming, environmental, fisheries, forestry<br />
and sustainability policy and the development of the rural sector in<br />
Northern Ireland. DAERA has two Executive Agencies; Northern Ireland<br />
Environment Agency (NIEA) and the Forest Service<br />
Department for Communities (DfC)<br />
Responsibilities include: urban regeneration, the historic environment,<br />
community and voluntary sector development, social legislation, housing,<br />
social security benefits, pensions and child support, debt advice, public<br />
records, sport, promoting equality, and development of arts and culture.<br />
Department for Infrastructure (DfI)<br />
Responsibilities include: Regional strategic planning and development<br />
policy; Transport strategy and sustainable transport policy; Public<br />
transport policy and performance; Road safety and vehicle regulation<br />
policy, including strategies to reduce the number of people killed or<br />
seriously injured on our roads; Driver and operator licensing and driver<br />
