The SPPS states that in preparing its LDP a Council should bring forward a<br />
strategy for sustainable development in the countryside which reflect the<br />
aims, objectives and policy approach of the SPPS tailored to specific<br />
circumstances of the plan area.<br />
<strong>Plan</strong>ning Policy Statement 21: Sustainable <strong>Development</strong> in the<br />
Countryside (PPS 21)<br />
This policy aims to manage growth in the countryside, conserve and<br />
protect the landscape and natural resources of the rural area, facilitate<br />
development necessary to achieve a sustainable rural economy and to<br />
promote high standards in the design, siting and landscaping of<br />
development in the countryside.<br />
PPS 21 identifies that Countryside Assessments are an integral part of the<br />
development plan making process. Part of the Countryside Assessment is<br />
a <strong>Development</strong> Pressure Analysis which seeks to identify areas where<br />
significant pressure has occurred and/or where local rural character is<br />
under threat of significant change.<br />
Existing <strong>Development</strong> <strong>Plan</strong><br />
In the rural area the proposals seek to consolidate the villages and<br />
smaller settlements. It states that single dwellings in the countryside will<br />
continue to be assessed under policies contained in PPS 21: Sustainable<br />
<strong>Development</strong> in the Countryside.<br />
Lisburn & Castlereagh Draft Community <strong>Plan</strong> 2017-32<br />
A primary outcome of the draft Community <strong>Plan</strong> is:<br />
‘We live and work in attractive, resilient and people friendly places,<br />
safeguarding the local and global environment.’<br />
The draft Community <strong>Plan</strong> includes a strong commitment to sustainable<br />
development as one of its core principles. One of the <strong>Plan</strong>’s outcomes is<br />
that the built and natural environment is protected and enhanced.<br />
Supporting outcomes are:<br />
• Neighbourhoods are designed and regenerated to promote<br />
wellbeing<br />
• Everyone lives in an affordable home that meets their needs<br />
• We have access to essential services, shops, leisure and workplaces<br />
• There is a modal shift to sustainable and healthy transport options<br />
• Greenhouse gas emissions are reduced<br />
• We identify positively with our local neighbourhoods: urban,<br />
suburban and rural.<br />
The existing <strong>Development</strong> <strong>Plan</strong> (BMAP) provides a Housing Strategy which<br />
aims to protect rural areas surrounding the settlements from<br />
development pressures.<br />
