Option 1B<br />

Retain the existing settlement hierarchy with no<br />

change: this option retains the status quo, by retaining<br />

the settlement hierarchy identified through the existing<br />

<strong>Development</strong> <strong>Plan</strong>.<br />

Reason<br />

As previously stated, the settlement hierarchy for the Council area consists of Lisburn City, Greater Urban<br />

Areas of Lisburn & Castlereagh, the towns of Hillsborough, Moira and Carryduff, 13 villages and 33 small<br />

settlements.<br />

It is recognised that a strong relationship exists between settlement size and the levels of service that can be<br />

supported. Currently the Council area has a range of settlements that sit in a hierarchy from the largest with a<br />

higher population and the stronger level of services down to the villages and the smaller settlements which<br />

have smaller populations and lower levels of services. These settlements reflect the RDS related Infrastructure<br />

Wheel 2035 (Figure 6).<br />

This option concentrates on the existing settlements and is in accordance with the RDS, with priority being<br />

given to the re-use of land within existing urban areas, and the need to consolidate and contain outward<br />

expansion.<br />
