<strong>Plan</strong>ning authorities should recognise and encourage proposals that could<br />

make an important contribution to sustainable economic growth when<br />

drawing up new plans. The guiding principle for policies and proposals for<br />

economic development in the countryside is to facilitate proposals likely<br />

to benefit the rural economy and support rural communities, while<br />

protecting and enhancing rural character and environment.<br />

A fundamental role for the <strong>Local</strong> <strong>Development</strong> <strong>Plan</strong> is to:<br />

• ensure that there is an ample supply of suitable land to meet<br />

economic development needs within the <strong>Plan</strong> area<br />

• identify previously developed land within settlements for<br />

potential economic development use, and identify opportunities<br />

for mixed use development<br />

• specify the type or range of economic development uses<br />

acceptable within zoned sites<br />

• include key site requirements to ensure developers provide<br />

necessary infrastructure.<br />

<strong>Plan</strong>ning Policy Statement 4: <strong>Plan</strong>ning & Economic <strong>Development</strong> (PPS 4)<br />

PPS 4 facilitates the economic development needs of the region in ways<br />

consistent with the protection of the environment and the principles of<br />

sustainable development.<br />

The objectives of PPS 4 are to:<br />

• promote sustainable economic development<br />

• tackle disadvantage and facilitate job creation<br />

• sustain a vibrant rural community<br />

• support the re-use of previously developed economic<br />

development sites and buildings<br />

• promote mixed use development and improve integration<br />

between transport, economic development and other land uses,<br />

including housing<br />

• ensure a high standard of quality and design for new economic<br />

development.<br />

Enabling Success: A Strategy to Tackle Economic Inactivity in Northern<br />

Ireland, DEL/DETI (published April 2015)<br />

‘Enabling Success’ sets out the Northern Ireland Executive’s long-term<br />

approach to tackling economic inactivity in a progressive and sustainable<br />

way. The strategy outlines a range of measures, based on voluntary<br />

participation, which are designed to help individuals in economically<br />

inactive groups to make the transition towards, and into, work.<br />

The labour market barriers faced by these groups are varied and complex,<br />

ranging from a lack of skills and qualifications to low levels of selfconfidence<br />

and motivation and negative perceptions of, and attitudes<br />

towards, work.<br />

This strategy seeks to address these issues by recognising the diverse<br />

nature of these groups and ensuring that interventions designed to help<br />

them towards the labour market will be person-focused and based upon<br />

voluntary participation. The strategy also seeks to ensure that wider<br />

issues, such as societal attitudes towards older workers or individuals<br />

with mental health conditions, do not impede their progress towards<br />

work.<br />
