Key Issue 16: Promoting Office <strong>Development</strong> within the City,<br />

Town, District and <strong>Local</strong> Centres<br />

The RDS identifies Lisburn & Castlereagh as a major employment and<br />

commercial centre. Office development (Classes A2 and B1 of the<br />

<strong>Plan</strong>ning (Use Classes) Order (Northern Ireland) 2015) is promoted in<br />

BMAP within Lisburn City Centre and Carryduff Town Centre. City and<br />

Town Centres lie at the heart of local transport networks, including public<br />

transport.<br />

The existing <strong>Development</strong> <strong>Plan</strong> also provided for small-scale office<br />

development of up to 400m² within the District and <strong>Local</strong> Centres. It<br />

acknowledges that a city or town centre may not always be a prime<br />

requirement for certain office users, in particular small-scale firms serving<br />

local needs.<br />

The promotion of office development within these areas would support<br />

sustainable development, assist urban renaissance and provide jobs in<br />

local areas, which are accessible to all sections of the community. The<br />

concentration of offices in city and town centres would also help maintain<br />

their viability and vitality.<br />

Lisburn City Centre currently does not have a well-developed portfolio of<br />

office space and the aim of the Council is to promote development of this<br />

sector. The Lisburn City Centre Masterplan concluded that in order to<br />

establish Lisburn City Centre as a sub-regional commercial centre, it is<br />

necessary to accommodate floorspace in the range of 28,000m² to 37,<br />

000m². It identifies the potential to create a new mixed use business<br />

district at Linenhall Street providing prime office accommodation up to<br />

1,000m² and the potential to provide for small to medium businesses at<br />

the Laganbank mixed use development area.<br />

In addition, major office development (consisting of Use Class B1 Business<br />

Use of the <strong>Plan</strong>ning (Use Classes) Order (Northern Ireland) 2015) is<br />

accommodated in the Council’s two Major Employment Locations (See<br />

Key Issues 6 and 7 under ‘Driving Sustainable Economic Growth’).<br />
