Housing Evaluation Framework<br />

Resource Test<br />

Studies should be carried out to assess and detail the<br />

existence of community assets and physical infrastructure such<br />

as water, waste and sewage, including spare capacity.<br />

3. Existing Housing Commitments<br />

The Housing Monitor provides an overall picture of the number of<br />

dwellings built on an annual basis and the remaining housing land<br />

potential. It includes both land zoned for housing and land with planning<br />

permission for housing within the settlements in the Council area.<br />

Character Test<br />

An assessment of the environmental assets of the settlement,<br />

the potential of flooding from rivers, the sea or surface water<br />

run-off and its potential to accommodate future outward<br />

growth without significant environmental degradation should<br />

be made.<br />

Studies should be carried out to assess the potential for<br />

integrating land use and public transport and walking and<br />

cycling routes to help reduce reliance on the car.<br />

The potential to facilitate an appropriate housing and jobs<br />

balance and to unlock any major strategic development<br />

opportunities should be assessed and detailed.<br />

Assessment should be made of the potential to maintain a<br />

sense of place, and to integrate new development in a way<br />

that does not detract from the character and identity of the<br />

settlement.<br />

In the period from 2012 to 2015 (i.e. from commencement of HGI<br />

allocation Period) 1,544 housing units have been completed in all the<br />

settlements in the Lisburn & Castlereagh City Council Area (see Table 3).<br />

Lisburn City, Greater Urban Areas of Lisburn & Castlereagh and Towns<br />

Currently 340 hectares of zoned housing land is still remaining for<br />

development in Lisburn City, the two Greater Urban Areas of Lisburn &<br />

Castlereagh, and the towns of Carryduff, Hillsborough/Culcavy and Moira.<br />

In addition, 91 hectares of land is committed for housing outside the<br />

housing zonings in these settlements and this is likely to be developed<br />

(See Appendix E, Maps 1-7). There is therefore a potential for<br />

approximately 10,500 housing units on this zoned and committed land<br />

remaining.<br />

Community Services<br />

Test<br />

The potential to underpin and, where necessary, reinforce the<br />

community service role and function of the settlement should<br />

be assessed and detailed.<br />

This framework sets out six tests to include a Resource Test,<br />

Environmental Capacity Test, Transport Test, Economic <strong>Development</strong><br />

Test, Urban and Rural Character Test and Community Services Test.<br />

Settlement Appraisals have been carried out for the settlements and are<br />

a useful guide.<br />

Villages<br />

There is currently 25 hectares of land designated as Housing Policy Area<br />

Land remaining in all the villages and an additional 24 hectares<br />

committed for housing outside these zonings. There is a potential for<br />

approximately 1,100 housing units on this zoned and committed land<br />

remaining.<br />
