Water and Waste Water Infrastructure<br />

The Council whilst not responsible for the delivery of the majority of<br />

public utilities, such as Water and Waste Water Treatment (NI Water),<br />

proposes to maintain the existing policy-led approach in relation to<br />

facilitating the infrastructure requirements of the <strong>Plan</strong> Area throughout<br />

the <strong>Plan</strong> Period whilst highlighting infrastructure constraints and<br />

requirements as appropriate with Key Site Requirements.<br />

The Water and Sewerage Services Act (Northern Ireland) 2016 came into<br />

operation on 23 March 2016. Section 4 of the Act extends the powers of<br />

NI water to adopt Sustainable Drainage Systems (SuDS) and to require<br />

construction of SuDS and section 5 supports this by introducing<br />

restrictions on the right to connect new surface water sewers to the<br />

public network.<br />

Consultation with NI Water on the provision of future infrastructure<br />

requirements will be an important part of the new LDP.<br />

Flood Risk<br />

In considering the policy approach to flood risk the Council will continue<br />

to take account of the precautionary principle. This approach will be used<br />

in the assessment of flood risk which requires that lack of full scientific<br />

evidence, shall not be used as a reason to deny the existence of flood risk<br />

or for postponing reasonable measures to avoid or manage flood risk.<br />

This will be the standard against which flood risk and management are<br />

assessed.<br />

Lisburn & Castlereagh City Council will seek to manage development so as<br />

to reduce the risks and impacts of flooding. The key methods of achieving<br />

this are:<br />

• Take account of the most up to date information on flood risk,<br />

particularly the Strategic Flood Map, when designating land use<br />

zonings<br />

• Take account of the most up to date information on flood risk when<br />

defining the settlement limits of towns / villages and the<br />

designation of new settlements<br />

• Promote sustainable drainage within the plan area, for example by<br />

• Infrastructure requiring such solutions where appropriate to<br />

individual zonings as a key site requirement<br />

• Consultation with Rivers Agency (Department for Infrastructure)<br />

• Apply a precautionary approach to development in areas that may<br />

be subject to flood risk presently or in the future as a result of<br />

climate change predictions<br />

• LDPs should not bring forward sites or zone land that may be<br />

susceptible to flooding, now or in the future, unless in exceptional<br />

circumstances. Exceptionally, where the LDP brings forward such a<br />

site, it will explain the reasoning and set out the measures<br />

necessary to manage or mitigate the risk.<br />

Cemeteries<br />

Provision and maintenance of cemeteries is a statutory responsibility of<br />

the Council. Should a need for a new cemetery be identified, the LDP will<br />

take account of this and zone land, where appropriate.<br />
