• facilitating the protection and provision of green and blue<br />

infrastructure<br />

• supporting the provision of jobs, services, and economic growth<br />

• supporting delivery of homes to meet the full range of housing<br />

needs<br />

• contributing to balanced communities<br />

• supporting broader government policy aimed at addressing for<br />

example obesity, and health and wellbeing impacts arising through<br />

pollution.<br />

Creating and enhancing shared space is also a core planning principle.<br />

The planning system has an active role to play in helping to better the<br />

lives of people and communities and in supporting the Executive’s key<br />

priority of improving health and wellbeing.<br />

The planning system can influence the type, location, siting and design of<br />

development. This includes mixed use developments; mixed tenure<br />

housing schemes; strong neighbourhood centres; temporary uses in<br />

interface locations; active street frontages; buildings that provide public<br />

services, including education, healthcare, cultural and recreational<br />

facilities; public paths and cycleways; and passive spaces such as civic<br />

squares and public parks.<br />

The SPPS states that <strong>Local</strong> <strong>Development</strong> <strong>Plan</strong>s should allocate sufficient<br />

land to meet the anticipated needs of the community, in terms of health,<br />

education and other public services (para 6.246).<br />

Existing <strong>Development</strong> <strong>Plan</strong><br />

The existing <strong>Development</strong> <strong>Plan</strong> (BMAP) includes an Education, Health,<br />

Community and Cultural Facilities Strategy which aims to facilitate the<br />

delivery of service provision within the <strong>Plan</strong> area, and highlight<br />

appropriate requirements for new service provision through key site<br />

requirements. It acknowledges the range of facilities across the <strong>Plan</strong> area<br />

and recognises the need to protect land for education, health, community<br />

and cultural facilities.<br />

Lisburn & Castlereagh draft Community <strong>Plan</strong> 2017-32<br />

A primary outcome of the draft Community <strong>Plan</strong> is:<br />

‘We live and work in an attractive, resilient and people-friendly places,<br />

safeguarding the local and global environment.’<br />

The draft Community <strong>Plan</strong> includes a number of outcomes that rely on<br />

good provision of education, health, community and cultural facilities:<br />

• All children and young people have an equal chance to fulfil their<br />

educational potential<br />

• Children and young people are physically active and enjoy good<br />

mental health<br />

• People of all ages are more physically active more often<br />

• We enjoy good mental health<br />

• We have access to essential services, shops, leisure and workplaces<br />

• There is widespread participation in public and community life, arts,<br />

culture and sport by people of all backgrounds<br />

• There is community ownership and management of local assets and<br />

facilities<br />

• We identify positively with our local neighbourhoods: urban,<br />

suburban and rural.<br />
