E | SUPPORTING SUSTAINABLE TRANSPORT AND OTHER INFRASTRUCTURE<br />
As referred to in Part 6, research conducted on the policy context and<br />
evidence base for the <strong>Local</strong> <strong>Development</strong> <strong>Plan</strong> identified the following<br />
strategic objective which informs the discussion of key issues and options:<br />
Strategic Objective E: Supporting Sustainable Transport and Other<br />
Infrastructure<br />
• To develop strategic policy to support the growth of Lisburn City<br />
Centre and exploit its highly strategic location on the Key Transport<br />
Corridors and rail network<br />
• To protect the designation of key pieces of strategic infrastructure<br />
and promote linkages across the Council area.<br />
• To promote active and increased opportunities for sustainable<br />
travel including walking, cycling and public transport and reduce the<br />
need to travel by private car<br />
• To promote greenways and enhanced access to these areas to<br />
support walking, cycling and biodiversity<br />
• To recognise the value of blue infrastructure to contribute to<br />
sustainable urban drainage infrastructure and its contribution to<br />
human health<br />
• To contribute to reducing climate change by minimising greenhouse<br />
gas emissions, mitigating and adapting to climate change and<br />
building in flood resilience<br />
• To support renewables infrastructure whilst affording protection to<br />
the environment including landscape impacts of wind energy<br />
• To support recycling and reduction in waste disposal to reduce<br />
environmental impacts.<br />
Department for Infrastructure. This process, whilst separate from the LDP<br />
preparation, ensures that transportation proposals affecting the <strong>Plan</strong> area<br />
are co-ordinated and integrated with land use planning.<br />
A Strategy for Other Infrastructure (including Renewable Energy,<br />
Telecommunications and Waste Management) will also be provided to<br />
facilitate the delivery of infrastructure requirements over the <strong>Plan</strong> period.<br />
Both Strategies will be based on the consideration of Options presented<br />
in this paper which are subject to sustainability appraisal.<br />
The following seven Key Issues for Supporting Transport and Other<br />
Infrastructure have been identified:<br />
• Key Issue 22: Retention of Key Transportation Infrastructure<br />
Schemes (Road and Rail)<br />
• Key Issue 23: Retention of Key Park & Ride Sites<br />
• Key Issue 24: Promoting Active Travel (walking, cycling and public<br />
transport)<br />
• Key Issue 25: Connecting People and Places – Greenways<br />
• Key Issue 26: Renewable Energy<br />
• Key Issue 27: Telecommunications<br />
• Key Issue 28: Waste Management<br />
For each of these key issues a number of options have been presented<br />
and the Council’s Preferred Option is identified. In some instances, only<br />
one option is identified where alternative options have not been<br />
considered possible/viable.<br />
Transport proposals over the <strong>Plan</strong> period will be facilitated through a<br />
Transport <strong>Plan</strong> and Strategy prepared in conjunction with the<br />
