could greatly improve the sport in many waysSubsection (a)(6) of Section<br />

9 of S. 893 covers the issues surrounding conducting discussions and entering<br />

into agreements with foreign boxing events and foreign boxers, trainers, cut<br />

men, referees, judges, ringside physicians, and other professional boxing<br />

personnel. <strong>The</strong> language in this section should be amended to reflect the<br />

following policies for numerous reasons. First of all, it is important<br />

to note that the most powerful people in the boxing industry, as well as most of<br />

the fighters and their fans are citizens of the United States. Thus, even<br />

though an increasing number of bouts now occur outside of the United States and<br />

an increasing number of fighters are coming here from overseas, the interests of<br />

United States citizens still dominate this sport. It is also important to note<br />

that the geographical sites of the fights have become increasingly unimportant<br />

in terms of generating revenue because of increasing amounts of money coming<br />

from pay per view and cable television fans paying subscription fees.<br />

Nevertheless, in attempts to secure additional revenue, some promoters have<br />

staged boxing productions overseas by presenting fighters who are not physically<br />

and/or mentally fit to pass any examination given by any boxing commission in<br />

the United States; also promoters, for the same reasons, have taken advantage of<br />

lax foreign safety regulations in eliminating certain expenses, such as having<br />

an ambulance at ringside to provide additional medical coverage for injured<br />

boxers. Given the spirit and intent of the previously approved and enacted<br />

Professional Boxing Act of 1996 and the Muhammed Ali Boxing Reform Act of 2000,<br />

this bill should ensure that all professional boxing matches involving any<br />

promotional, media, or athletic interest connected to the United States, and<br />

occurring outside the United States, comply with uniform medical, contractual,<br />

and safety standards as set forth by the Association of Boxing Commissions.<br />

Furthermore, these rules should be uniformly promulgated and enforced by the<br />

boxing commissioners in all local jurisdictions where such a professional boxing<br />

match occurs. To guarantee that these rules be enacted, all current and future<br />

trade agreements (e.g. NAFTA and GATT) should include provisions ensuring that<br />

the Association and the local boxing commissions work together to establish and<br />

implement these rules and regulations in a consistent and fair manner.<br />

Including this proposed amendment in S. 893 will greatly help in improving<br />

the safety and fairness of this sport overseas.As mentioned in my<br />
