A. Fiscal Incentive Policies<br />

Dane County, Wisconsin, loc<strong>at</strong>ion of the st<strong>at</strong>e capital Madison, has<br />

taken advantage of st<strong>at</strong>ewide property tax credit opportunities to provide its<br />

individual farmers with up to $4,200 credit per property ab<strong>at</strong>ed annually. 1<br />

According to the st<strong>at</strong>e st<strong>at</strong>ute, tax credits may be claimed by individual<br />

preserv<strong>at</strong>ion plan, and if the property is zoned exclusively within the<br />

agricultural district. Dane County has cre<strong>at</strong>ed such districts since 1981<br />

allowance as a result.<br />

Using a more ambitious tax ab<strong>at</strong>ement structure, connected to its<br />

organic food initi<strong>at</strong>ives, Iowa’s Woodbury County has instituted an “Organics<br />

Conversion Policy,” which grants the entire pool of transitioning participants<br />

up to $50,000 in real property tax reb<strong>at</strong>es annually to incentivize switching<br />

to organic farming among “conventional” farming with pesticides, tailored<br />

to any sized farm. 2<br />

Fiscal incentives may also come in the form of food procurement<br />

policies, which use preexisting channels of providing food for county<br />

institutions, and modifying them to incorpor<strong>at</strong>e as much locally­produced<br />

food as possible. An example again comes from Woodbury County, where<br />

a resolution passed by the County requires publicly­supported facilities to<br />

purchase all local foods “in the usual course of business.” Local food is<br />
