outside Erie County. This behavior fails to develop and locally reap the<br />

are useful not just because of economic linkage, but because of spillover<br />

effects.<br />

Of all the produce sold by “vegetable and melon farmers,” local<br />

consumption accounts for only 15.53 percent of sales. Put another way,<br />

Erie County residents and businesses only purchase 15.53 percent of<br />

their vegetables and melons from local producers. Consumers buy only<br />

7.53 percent of fruits from local farmers. Local purchases among food<br />

processors are low as well. Consumers buy 19.35 percent of commodities<br />

for ‘bread and bakery product manufacturing’ locally and 24.36 percent of<br />

commodities for ‘cookie, cracker, and pasta manufacturers’ are purchased<br />

locally (See Table 8.3). Interestingly, the one product, fruit, th<strong>at</strong> would have<br />

the largest economic impact for Erie County, if purchased locally, suffers<br />

from a rel<strong>at</strong>ively low local purchase r<strong>at</strong>e.<br />

B. Policy Scenarios and Findings<br />

Although Erie County’s current food system has a positive impact<br />

on its economy, the food system and agriculture can play an even gre<strong>at</strong>er<br />

role in gener<strong>at</strong>ing wealth in the county with str<strong>at</strong>egic policy and planning.<br />

To determine the scenarios under which the food system and agriculture<br />

can best support economic development in Erie County, we describe below<br />

the results from two different scenarios conducted using an Input Output<br />

analysis (see Appendix A for additional inform<strong>at</strong>ion). First, we estim<strong>at</strong>e the<br />

economic impact of an increased demand for fruits and vegetables in Erie<br />

County. Second, we estim<strong>at</strong>e the economic impact of increased demand<br />

in locally­grown fruits and vegetables. Finally, we estim<strong>at</strong>e the economic<br />

impact of increased demand for food processing in Erie County. Key<br />
