health and social services” sector employs the largest number of people,<br />

comprising 28.3 percent of the jobs in Erie County. Retail trade provides 12.0<br />

percent of the county’s jobs, while manufacturing, a historically important<br />

sector of the region, employs 10.6 percent. The popul<strong>at</strong>ion employed in the<br />

manufacturing sector decreased by 3.8 percentage points between 2000 and<br />

2010 (See Figure 1.6). 15 Furthermore, only 0.3 percent of the labor force<br />

sector, although agriculture has the potential to play a prominent role in the<br />

economy.<br />

B. Food Security<br />

A food secure community is one with access to affordable, nutritious,<br />

and culturally appropri<strong>at</strong>e food for all people <strong>at</strong> all times. 16 Food security<br />

varies across place and by type of household. 17 Typically, households in<br />

principal cities (such as the City of <strong>Buffalo</strong>) tend to be less food secure than<br />

other parts of metropolitan areas (See Appendix G, Table 1). 18<br />

N<strong>at</strong>ionally, the levels of food security are also affected by the types<br />

of households. For example, households with children are less food secure<br />

(70.8%) than those without children (88.3%). Households headed by single<br />

mothers are less food secure (64.9%) than those with married parents (86.2%)<br />

and those headed by single f<strong>at</strong>hers (74.6%). Moreover, White households<br />

are the most food secure (89.2%) compared to African American (74.9%)<br />

and Hispanic households (73.8%). Among those living below the poverty<br />

level, only 59.8 percent are food secure in the United St<strong>at</strong>es. 19 To understand<br />

whether Erie County’s food citizens are susceptible to food insecurity, we use<br />

residents’ access to food, food quality, food affordability, and particip<strong>at</strong>ion<br />

in public food assistance programs as measures.<br />

ACCESS TO FOOD<br />

A 2008 study by <strong>University</strong> <strong>at</strong> <strong>Buffalo</strong> suggests there are 35 food<br />

destin<strong>at</strong>ions available per 10,000 residents in Erie County, including<br />
