funds directed towards planning, land acquisition, transfer of development<br />
rights programs and stewardship programs. 67 Municipalities would be<br />
encouraged to develop local “Community Preserv<strong>at</strong>ion Project Plans” as a<br />
planning mechanism. Lastly, the proposed regional planning group would<br />
assist local municipalities in drafting model zoning ordinances for local<br />
towns and villages. The zoning ordinances would be crafted with the intent<br />
to preserve agricultural sites and unique areas with rural character. 68<br />
The Framework will be extended through a new sustainability plan<br />
to be prepared in the coming two years. This new sustainability plan will<br />
explicitly include a “food” element.<br />
D. Fiscal incentive<br />
In 1969, in an effort to spur economic development within the St<strong>at</strong>e<br />
of New York, Article 18A of the General Municipal Law was passed,<br />
authorizing the cre<strong>at</strong>ion of Industrial Development Agencies. 82 As public<br />

“<strong>at</strong>tract, retain and expand businesses within their jurisdictions.” 83 Within<br />
Erie County, the Erie County Industrial Development Agency (ECIDA)<br />
is charged with “promot(ing) and assist(ing) priv<strong>at</strong>e sector industrial/<br />
business development” for the wellbeing of Erie County residents. 84 These<br />
include agriculture or foodrel<strong>at</strong>ed businesses. The ECIDA offers incentive<br />
programs, such as local st<strong>at</strong>e property tax exemptions and mortgage<br />
recording tax exemptions to assist new or expanding businesses, including<br />
food businesses, reduce their tax liability. 85<br />
ECIDA uses a project scoring system to determine whether a new<br />
or expanding business is eligible for incentives. The scoring system uses a<br />
set of factors including project loc<strong>at</strong>ion, cluster industry, economic impact,<br />

considered one of the six cluster industries str<strong>at</strong>egic for the region, and an<br />
