a contract with American Farmland Trust is expected to be fully executed<br />
by January 15, 2011. Currently, the American Farmland Trust is working in<br />
concert with the County to execute such str<strong>at</strong>egy. The second action item is<br />
the pursuit of a $10,000 grant from the Northeast Sustainable Agriculture<br />
Research and Educ<strong>at</strong>ion (NESARE) Program for economic development<br />
in May 2011. According to the NESARE website, the list of 2011 grant<br />
recipients has not been published yet. 73 However, in 2010, two local<br />
projects in Lockport, New York, in conjunction with Cornell <strong>University</strong>,<br />
received over $27,000 in grant funding, collectively. 74 Lastly, the Collins<br />
administr<strong>at</strong>ion st<strong>at</strong>ed th<strong>at</strong> they provided investment incentives capturing<br />
$,-#,)!0#/(,#*'$/&'#/$(0/(3"!03(.""1(B+"!'$$"+$E(,#!3%1,#-(h"50(,#(8#-"30(<br />
and Steuben Foods in Elma. 75 In May 2010, the Erie County Industrial<br />
Development Agency (ECIDA) approved a $1.35 million incentive package<br />
for Goya Foods to boost “bean soaking” capacity <strong>at</strong> their Angola plant. 76<br />
Two months l<strong>at</strong>er, in June 2010, the ECIDA approved a blended package<br />
for Steuben Foods’ Elma plant, which included a $1.3 million property tax<br />
ab<strong>at</strong>ement, $422,000 in sales tax savings and a $96,000 mortgage recording<br />
tax waiver. 77<br />
The second action item, which is centered around implement<strong>at</strong>ion<br />
of an agribusiness program th<strong>at</strong> focuses on farmbased tourism, possesses<br />
two accomplishments. The county st<strong>at</strong>es th<strong>at</strong> they are serving on a<br />
committee exploring a Southtowns Agritourism trail and helping survey<br />
and development of retail tourism site map for the Southtowns. 78 In regards<br />
to the survey and development, it appears this occurred or was scheduled<br />
to occur during the Third Quarter of 2010. 79 This work was enhanced by<br />
a study “ Sowing the Seeds for Southtowns Agribusiness”, conducted by<br />
the UB Regional Institute and the Southtowns Community Enhancement<br />
Coalition. Also, the county, through the Erie County Industrial Development<br />
Agency (ECIDA), provided funding for the public<strong>at</strong>ion of the Southtowns<br />
Agritourism brochure. 80<br />
