Purchase of Development Rights or Transfer of Development Rights<br />
programs. This holds true if there were ever a desire to institute urban<br />
growth boundaries, th<strong>at</strong> Memorandums of Understanding would encourage<br />
propertybyproperty conserv<strong>at</strong>ion easements.<br />
As the governmental entity encompassing these municipalities, the<br />
County should work to commit 50% or more of the county’s municipalities<br />
agree to a set of collective goals centered on agricultural preserv<strong>at</strong>ion.<br />
III. Erie County Legisl<strong>at</strong>ure<br />
14. Cre<strong>at</strong>e a County Food Policy Council (High Priority)<br />
Currently, no such entity exists within Erie County and there is an<br />
urgent need to begin soliciting stakeholders to help craft and implement this<br />
initi<strong>at</strong>ive immedi<strong>at</strong>ely. The County, under the direction of the Department<br />
of Environment and Planning, should strive to pass a resolution cre<strong>at</strong>ing the<br />
Food Policy Council by December 2012, with the intent of researching and<br />
cre<strong>at</strong>ing policy in early 2013.<br />
The Erie County Legisl<strong>at</strong>ure should, by resolution, cre<strong>at</strong>e the Erie<br />
County Food Policy Council, since there is currently no assembly in Erie<br />
County th<strong>at</strong> represents and addresses concerns unique to the entire countywide<br />
food system. The role of this body would be to set objectives and policies<br />
for the county’s food system, to monitor land use, to hold regular public<br />
meetings, to make assessments of the current st<strong>at</strong>e of the local food system,<br />
and form recommend<strong>at</strong>ions for solving problems th<strong>at</strong> arise. The Council<br />
