First, the Legisl<strong>at</strong>ure should authorize the sale of Agriculture Bonds.<br />

These would be sold not for general purchase expenditures, but they would<br />

function as dedic<strong>at</strong>ed bank accounts sold on the priv<strong>at</strong>e market only for the<br />

purpose of buying farmland. Clarence has already passed such authoriz<strong>at</strong>ions<br />

and now enjoys farmland protection funding funded by its bond purchase<br />

program.<br />

Second, a Food System Development Fund could take advantage<br />

of the impact fees traditionally charged when any development somehow<br />

Development Fee could be accrued if, for example, a new road were built<br />

through farmland. The developer of the road could be charged a fee to be<br />

contributed to the Food System Development Fund. Thus, any neg<strong>at</strong>ive<br />

impact on the food system by development should be charged a fee.<br />

With the cre<strong>at</strong>ion of the Food Policy Council, the Council could<br />

review developments to check for such neg<strong>at</strong>ive impacts for the food system.<br />

However, if there were a positive food system impact, the developer could<br />

instead get a credit. For example, if a new convenience store were built, the<br />

public health impact of a particular proportion of shelf space dedic<strong>at</strong>ed to<br />

local and healthy food would serve as a credit for the developer.<br />

IV. <strong>Buffalo</strong> Convention and Visitors Bureau<br />

18. Develop an Agritourism Program (Medium Priority)<br />

Currently, the <strong>Buffalo</strong> Conventions and Visitors Bureau does not<br />

have a comprehensive agritourism offering for visitors. In working with<br />

local stakeholders, the Visitors Bureau should devise an tourism plan th<strong>at</strong><br />

highlights the region’s unique target clusters, coordin<strong>at</strong>es all possible<br />

tourism <strong>at</strong>tractions, and places substantial capital behind a agriculturally<br />

focused tourism plan within the next two to three years.<br />
