economic vitality of its food system, by 2018 and then by 2025. 13 The plan<br />
proposes to protect and enhance the agricultural land base by increasing<br />
acres in agricultural production and the number of farms (by the benchmark<br />
years). It also proposes to increase urban food production by boosting the<br />
number of municipallyoper<strong>at</strong>ed community garden plots per capita. With<br />
economic vitality in mind, the county seeks to promote local and regional<br />
food products and producers by increasing the number of farmers markets<br />
and total farm sales. It also proposes to encourage farmtoschool and<br />
institutional purchasing th<strong>at</strong> supports the regional food system by increasing<br />
the number of school districts with farmtoschool programs.<br />
E. Programs to Spur Demand<br />
Some institutional measures counties focus more on the demand<br />

Missoula County, Montana has formed several institutional linkages<br />
to strengthen the position of producers in the food system. To form networks<br />
between producers and the rest of its food system, their food council has<br />
instituted the “Buy Fresh, Buy Local” program to connect producers<br />
and chefs from over a dozen local restaurants to both purchase and feed<br />
locally. Another program called “Farm to School” links one farmer to<br />
individual classrooms in Missoula County. The pairing cre<strong>at</strong>es onsite farm<br />
demonstr<strong>at</strong>ions, classroom present<strong>at</strong>ions, and onsite school garden project<br />
support. 15 These linkages not only expose local students to agricultural<br />
