Arbeiten in CEN/TC <strong>10</strong>4/WG4 zur<br />
Umsetzung in EN 450-1 -<br />
Die Bauprodukte-Verordnung (BauPVO) ist im<br />
Juli 2013 in Kraft getreten und bedingt u. a. die<br />
Umsetzung der Grundan<strong>for</strong>derung Nr. 3 an<br />
Bauwerke „Hygiene, Gesundheit und Umwelt“<br />
in harmonisierte Produktnormen. Eine Voraussetzung<br />
für diese Arbeit ist die Verfügbarkeit<br />
von horizontalen Prüfnormen, die im CEN/TC<br />
351 entwickelt werden.<br />
CEN/TC 351 „Bauprodukte: Bewertung der<br />
Freisetzung gefährlicher St<strong>of</strong>fe“ hat in den letzten<br />
Jahren Technische Spezifikationen für harmonisierte<br />
Prüfverfahren entwickelt, die für die<br />
Umsetzung der BWR 3 in harmonisierte Produktnormen<br />
er<strong>for</strong>derlich sind (z.B. EN 450 für<br />
Flugasche für Beton oder EN 13242 für Gesteinskörnungen<br />
für ungebundene und hydraulisch<br />
gebundene St<strong>of</strong>fe). Für die grundlegende<br />
Bewertung von gebundenen und ungebundenen<br />
Produkten wurden drei Technische Spezifikationen<br />
(TS) in der Reihe 16637 „Bauprodukte –<br />
Bewertung der Freisetzung gefährlicher St<strong>of</strong>fe“<br />
veröffentlicht. Vervollständigt werden die drei<br />

die Gesamtgehaltsbestimmung und die Eluatanalyse.<br />
Eine weitere Methode betrifft die Freisetzung<br />
von flüchtigen organischen Verbindungen<br />
in die Raumluft. Auch für die Prüfung der<br />
Radioaktivität wurde ein horizontales Prüfverfahren<br />
entwickelt.<br />
Da die Prüfvorschriften als Technische Spezifikationen<br />
vorliegen und Anfang 2021 in die<br />
CEN-Umfrage zur Überführung in europäische<br />
Normen gegeben werden, können diese bei der<br />
Überarbeitung bestehender Normen für Bauprodukte<br />
berücksichtigt werden. TC <strong>10</strong>4/WG 4<br />
„Flugasche für Beton“ hat die bestehenden (notifizierten)<br />
An<strong>for</strong>derungen geprüft und einen<br />
Vorschlag für die Umsetzung von BWR3 in EN<br />
450-1 für Flugasche für Beton vorbereitet.<br />
Dieser Beitrag soll über die Entwicklung in<br />
CEN/TC 351 und CEN/TC <strong>10</strong>4/WG4 seit 2017<br />
in<strong>for</strong>mieren.<br />

The Construction Products Regulation (CPR)<br />
entered <strong>for</strong>ce in July 2013 <strong>and</strong> requires i. a.<br />
the implementation <strong>of</strong> Basic Work Requirements<br />
No 3 on “Hygiene, Health <strong>and</strong> the Environment”<br />
into harmonized product st<strong>and</strong>ards.<br />
A precondition <strong>for</strong> this work is the<br />
availability <strong>of</strong> horizontal test st<strong>and</strong>ards<br />
which are developed in CEN/TC 351.<br />
CEN/TC 351 “Construction products: Assessment<br />
<strong>of</strong> release <strong>of</strong> dangerous substances” developed<br />
Technical Specifications <strong>for</strong> harmonized<br />
test methods over the past years, which<br />
are necessary <strong>for</strong> the implementation <strong>of</strong> BWR<br />
3 into harmonized product st<strong>and</strong>ards (e.g.<br />
EN 450 <strong>for</strong> fly ash <strong>for</strong> concrete or EN 13242<br />
<strong>for</strong> aggregates <strong>for</strong> unbound <strong>and</strong> hydraulically<br />
bound materials). For the basic evaluation<br />
<strong>of</strong> bound <strong>and</strong> unbound products three<br />

“Construction products – Assessment <strong>of</strong> release<br />
<strong>of</strong> dangerous substances are developed<br />
as Part 1: “Guidance <strong>for</strong> the determination <strong>of</strong><br />
leaching tests <strong>and</strong> additional testing steps”;<br />
Part 2 “Horizontal dynamic surface leaching<br />
test” <strong>and</strong> Part 3: “Generic horizontal up-flow<br />
percolation test <strong>for</strong> determination <strong>of</strong> the release<br />
<strong>of</strong> substances from granular construction<br />
products” have been developed <strong>and</strong> completed<br />
by respective st<strong>and</strong>ardized methods on<br />
content <strong>and</strong> eluate analysis. Another method<br />
is <strong>for</strong> the release <strong>of</strong> volatile organic compounds<br />
into indoor air. Also <strong>for</strong> testing radioactivity<br />
a horizontal test procedure was developed.<br />
As the st<strong>and</strong>ards are available as CEN/TS<br />
<strong>and</strong> are <strong>for</strong>eseen to be converted to ENs during<br />
the next two years the work <strong>for</strong> implementation<br />
<strong>of</strong> existing regulations <strong>for</strong> construction<br />
products can be started. TC <strong>10</strong>4/<br />
WG 4 “Fly ash <strong>for</strong> concrete“ started the work<br />
on existing (notified) regulations <strong>and</strong> prepared<br />
a proposal <strong>for</strong> the implementation <strong>of</strong><br />
BWR3 into EN 450-1 <strong>for</strong> Fly ash <strong>for</strong> Concrete;<br />
also further in the text <strong>of</strong> the article.<br />
This contribution is an update <strong>of</strong> [1] <strong>and</strong><br />
sums up the development in CEN/TC 351<br />
<strong>and</strong> CEN/TC <strong>10</strong>4/WG4 taken place since<br />
2017.<br />
Introduction<br />
Since 1st July 2013, the Construction Products<br />
Regulation (CPR) is fully in <strong>for</strong>ce. The<br />
CPR requires implementation <strong>of</strong> basic requirements<br />
in harmonized product st<strong>and</strong>ards.<br />
The Basic Work Requirement No 3 on<br />
Health, Hygiene <strong>and</strong> Environment has to<br />
be implemented into harmonized product<br />
st<strong>and</strong>ards.<br />
The implementation is very much depending<br />
on horizontal European test st<strong>and</strong>ards,<br />
which are under development by TC 351.<br />
The test procedures <strong>for</strong> BWR 3 today are<br />
published as CEN/TSs. The final validation<br />
process resulting in figures on reproducibility<br />
<strong>and</strong> repeatability has been concluded<br />
in the beginning <strong>of</strong> <strong>2020</strong>. The transfer from<br />
