<strong>Racism</strong> <strong>and</strong> the <strong>Guatemala</strong>n StateRoddy Brettfire, someth<strong>in</strong>g symbolically important with<strong>in</strong> the Mayan cosmology, whilstalso us<strong>in</strong>g names <strong>and</strong> symbols <strong>of</strong> cultural significance to the Mayan population<strong>in</strong> counter<strong>in</strong>surgency operations. The military operation <strong>in</strong> Quiche was named‘Operation Xibalba’, which <strong>in</strong> K’iche means ‘hell’, whilst one <strong>of</strong> the most brutalmilitary forces, the Kaibiles, was given a name adapted from <strong>in</strong>digenous leaderKaibil Balam. In this regard then, whilst overt racism facilitated the brutalviolence perpetrated aga<strong>in</strong>st the <strong>in</strong>digenous, as troops carried out atrocitiesaga<strong>in</strong>st what they believed was a sub-human species, <strong>in</strong>digenous culture wasalso <strong>in</strong>strumentalized as a means <strong>of</strong> re<strong>in</strong>forc<strong>in</strong>g the psychological impact <strong>of</strong> theviolence carried out aga<strong>in</strong>st <strong>in</strong>digenous peoples.A key characteristic <strong>of</strong> racism is the naturalization <strong>and</strong> imposition <strong>of</strong>negative identificatory characteristics upon a group. Dur<strong>in</strong>g the colonial period,the <strong>in</strong>digenous population was identified as lazy <strong>and</strong> savage ( uncivilized), <strong>in</strong>part to justify the policies <strong>of</strong> forced labor <strong>and</strong> the imposition <strong>of</strong> Catholicism.Dur<strong>in</strong>g the armed conflict, to justify the counter<strong>in</strong>surgency aggression aga<strong>in</strong>stthe <strong>in</strong>digenous population, the state formulated <strong>and</strong> generated the assumptionthat the <strong>in</strong>surgency had its social base <strong>in</strong> the highl<strong>and</strong>s among <strong>in</strong>digenousc ommunities, which were thus identified collectively as the <strong>in</strong>ternal enemy.With<strong>in</strong> this framework, <strong>and</strong> bear<strong>in</strong>g <strong>in</strong> m<strong>in</strong>d the goal <strong>of</strong> the counter<strong>in</strong>surgencywas to defeat the guerrilla <strong>and</strong> disarticulate its social base, the <strong>in</strong>digenouspopulation, the <strong>in</strong>ternal enemy, was stigmatized as “communists, <strong>in</strong>fidels,idolaters <strong>and</strong> s<strong>in</strong>ners, as irrational <strong>and</strong> oppositional” (Casaús Arzú, 2002:21-24). Accord<strong>in</strong>g to <strong>in</strong>terviews, soldiers accused the <strong>in</strong>digenous <strong>of</strong> be<strong>in</strong>ggullible, naturally untrustworthy <strong>and</strong> logically tend<strong>in</strong>g to support the guerrilla,due to their very nature as <strong>in</strong>digenous, identify<strong>in</strong>g <strong>and</strong> demoniz<strong>in</strong>g the rebelliouspopulation, at the same time as generat<strong>in</strong>g a discourse warn<strong>in</strong>g <strong>of</strong> an impend<strong>in</strong>g<strong>in</strong>dian rebellion, as a result <strong>of</strong> which the <strong>in</strong>digenous population would comedown from their highl<strong>and</strong> communities, attack the Lad<strong>in</strong>o population, taketheir jobs, rape their women <strong>and</strong> destroy Christian civilization. 8 In this regard,the discourse that was generated from with<strong>in</strong> the state was that <strong>in</strong>dians are,<strong>and</strong> always have been, sub-human, untrustworthy, gullible, stupid <strong>and</strong> envious– all <strong>of</strong> them are guerrillas, the enemy, <strong>and</strong>, as a result, all <strong>of</strong> them have to beannihilated, men, women <strong>and</strong> children.In this context, the genocide could be perpetrated with what we can describeas a social impunity – <strong>in</strong> other words, with the guarantee that, at least <strong>in</strong>side<strong>Guatemala</strong>, there would be neither effective political opposition to the militarycampaign or social sanctions oppos<strong>in</strong>g it. The military could thus carry outthe counter<strong>in</strong>surgency campaign without fear <strong>of</strong> crim<strong>in</strong>al or social sanction orcollective mobilization.50STOCKHOLM REVIEW OF LATIN AMERICAN STUDIESIssue No. 6, March 2010
