Roddy Brett<strong>Racism</strong> <strong>and</strong> the <strong>Guatemala</strong>n Statethe dignity <strong>of</strong> the <strong>in</strong>dividual <strong>and</strong> seeks to prevent or nullify the recognition,enjoyment or equal exercise <strong>of</strong> human rights. Interviewees also referred to theideological nature <strong>of</strong> racism. Consequently, functionaries demonstrated solidtheoretical foundations on the issues <strong>of</strong> racism <strong>and</strong> discrim<strong>in</strong>ation, issuesdirectly l<strong>in</strong>ked to the backbone <strong>of</strong> their work at the PDH. Such responses clearly<strong>in</strong>dicate knowledge <strong>of</strong> the def<strong>in</strong>itions consecrated <strong>in</strong> national legislation <strong>and</strong><strong>in</strong>ternational law. Significantly, only one <strong>of</strong>ficial identified the historical roots<strong>of</strong> racism:In our countries, racism has a colonial heritage. European <strong>in</strong>vadersbelieved the native peoples <strong>of</strong> these l<strong>and</strong>s to be subhuman <strong>and</strong> thereforewere subjected to slavery. From this alleged <strong>in</strong>feriority, have emergedprejudices which rema<strong>in</strong> <strong>in</strong> the twenty-first century <strong>and</strong> result <strong>in</strong>cont<strong>in</strong>ued violations <strong>of</strong> <strong>in</strong>digenous peoples’ rights.However, no other Lad<strong>in</strong>o PDH <strong>in</strong>terviewee presented an analysis <strong>of</strong> the nature<strong>of</strong> historical-structural racism, or its l<strong>in</strong>k with the state. In contrast, the staff <strong>of</strong>the DDPI located the experience <strong>of</strong> racism with<strong>in</strong> a historical framework thatemphasized its colonial roots <strong>and</strong> noted how its discourse <strong>and</strong> ideology hadtransformed over time.The responses <strong>of</strong> PDH <strong>in</strong>terviewees were <strong>in</strong>terest<strong>in</strong>g with regard tocontemporary problems <strong>of</strong> racism:<strong>Guatemala</strong> is one <strong>of</strong> the most racist countries <strong>of</strong> the Americas. <strong>Racism</strong> isperceived <strong>in</strong> a series <strong>of</strong> derogatory phrases, <strong>and</strong> even attitudes throughpublic policies which marg<strong>in</strong>alize <strong>in</strong>digenous communities, cut <strong>of</strong>f fromthe country <strong>and</strong> deny them access to the most basic services.In addition, only one <strong>of</strong> the <strong>in</strong>terviewees made reference to the relationshipbetween rights <strong>and</strong> racism, focus<strong>in</strong>g their analysis on issues <strong>of</strong> social structure(<strong>in</strong>clud<strong>in</strong>g <strong>in</strong> the national socio-economic structure), rather than exclusivelyupon issues <strong>of</strong> social perception: “those most affected (by racism) are members<strong>of</strong> <strong>in</strong>digenous peoples, ma<strong>in</strong>ly through various forms <strong>of</strong> limitation on theirrights <strong>in</strong> service delivery, contract<strong>in</strong>g <strong>and</strong> employment, wages, social exclusion,low levels <strong>of</strong> development”.Significantly, whilst all <strong>in</strong>digenous functionaries <strong>in</strong>terviewed signaled that thegenocide had an <strong>in</strong>timate relationship with racism, no Lad<strong>in</strong>o PDH functionarycommented upon the <strong>Guatemala</strong>n genocide when asked about contemporarymanifestations <strong>of</strong> racism or ethnic discrim<strong>in</strong>ation, a matter <strong>of</strong> serious concern.STOCKHOLM REVIEW OF LATIN AMERICAN STUDIESIssue No. 6, March 201053
